Abstract

يعد النظام التعليمي من أبرز المجالات التي تقوم عليها التطورات العلمية والتقنية، لذا فهو بحاجة دائمة للتطوير والتغيير المستمر لمواكبة مطالب الحياة الإنسانية، ويعد التعليم عن بعد من أهم تلك الأنظمة التي فرضتها متغيرات التطور العلمي والتكنولوجي الحديث، هذا الأخير الذي فرضه التنافس العلمي والسباق نحو امتلاك تكنولوجيا الاتصال الحديثة ووسائلها بين القوى العالمية الكبرى، والذي تحاول هذه الورقة العلمية الوقوف على طبيعته ومتطلباته والصعوبات التي يواجهها في العالم الثالث والعربي وفي الجزائر بشكل خاص، ومن ثمة البحث في سبل النهوض به ورسم الاستراتيجيات اللازمة لتطبيقه، ووضع أسسه ومعايير الجودة فيه كونها تمثل سمة تميزه ولب المنافسة في تطبيقه، وذلك من خلال تشخيص مشكلاتها وتقديم المقترحات لتجاوزها اعتمادا على التجارب العالمية النموذجية أو عن طريق الاستفادة من الخبرات المحلية عاشت الظاهرة في أقطار أجنبية. Abstract: The educational system is one of the most important areas on which scientific and technical developments are based, Subsequently it is in constant need of continuous development and change to keep pace with the demands of life, and distance education is one of the most important of those systems imposed by the variables of modern scientific and technological development, which is imposed by scientific competition and the race to own modern communication technology and its means among the major global powers That is why this scientific paper will attempt to identify the nature of distance education, its requirements, and the difficulties it faces in the third world, the Arab world, and Algeria in particular, as well as researching ways to advance it and drawing the strategies necessary to implement it, and laying down foundations and quality standards in it, as they represent a feature that distinguishes it and the core of competition in its application. This can be done by diagnosing their problems and submitting proposals to overcome them based on international model experiences or by making use of local experiences that have lived the phenomenon in foreign countries.
