Abstract

يشهد العالم تحولاً جذريًا في بنيته الاقتصادية بفضل التطور التكنولوجي المتسارع الذي أتاح ظهور الاقتصاد الرقمي، تسعى الدول العربية، ومنها الجزائر إلى الاستفادة من هذا التحول لتعزيز اقتصاداتها، حيث تهدف هذه الورقة إلى تسليط الضوء على تقييم وتحليل وضع الاقتصاد الرقمي في الجزائر من خلال قراءة لمؤشر الاقتصاد الرقمي العربي خلال الفترة 2018-2022. حيث سجلت الجزائر أداء جيدا في الابتكار ، المهارات الرقمية، والأثر البيئي، مما يعكس تقدمًا في الاستدامة والمهارات. ومع ذلك، جاءت البنية التحتية الرقمية بأداءا متوسطا أي بحاجة إلى تحسينات كبيرة لمواكبة الدول الرائدة. ويعكس الأداء القوي في الشمول الرقمي جهود الحكومة لتقليل الفجوة الرقمية، بينما يتطلب الأثر الاجتماعي والاقتصادي تعزيزًا لريادة الأعمال والابتكار الاجتماعي. وعليه فالجزائر في وضع جيد إقليميا، مع فرص كبيرة للتحسين عبر الاستثمار في التكنولوجيا والابتكار والاستدامة Abstract: The world is witnessing a radical transformation in its economic structure thanks to the rapid technological development that has allowed the emergence of the digital economy. Arab countries, including Algeria, are seeking to benefit from this transformation to strengthen their economies. This paper aims to shed light on the assessment and analysis of the status of the digital economy in Algeria through a reading of the index. The Arab digital economy during the period 2018-2022. Algeria scored well in innovation, digital skills, and environmental impact, reflecting progress in sustainability and skills. However, the digital infrastructure performed at an average level, meaning it needs major improvements to keep pace with the leading countries. The strong performance in digital inclusion reflects the government's efforts to reduce the digital divide, while the social and economic impact requires enhanced entrepreneurship and social innovation. Therefore, Algeria is in a good position regionally, with great opportunities for improvement through investment in technology, innovation and sustainability.
