التّصويت الالكتروني في الانتخابات العامّة عبر العالم الغربي بين التّعميم والانحسار

Abstract

يعالج هذا المقال موضوع التّصويت الالكتروني كآلية حديثة لعصرنة الانتخابات السّياسية، ويتناول بالتّحديد حظوظ اعتماده كبديل عن التّصويت التّقليدي، في العالم الغربي كمرحلة أولى، ثم تصديره لباقي دول المعمورة. تقتضي مثل هذه الدّراسة إجراء مقارنة موضوعية لمحاسن وعيوب هذا التّصويت، وكذا مواجهة جادّة للاتّجاه المؤيّد لتبنّيه ونشره، مع نظيره الدّاعي إلى التّخلّي عنه نهائيا أو تضييق نطاق استعماله قصد مواصلة اختباره والتّأكّد من فاعليته. ويبدو من خلال نتائج الدّراسة، أنّ نظام التّصويت الالكتروني في أشكاله الحالية، غير جاهز بعد لأن يكون منافسا حقيقيا لنظام التّصويت التّقليدي في مجال الانتخابات السّياسية، فضلا عن أن يكون بديلا عنه. يبدو كذلك، أنّه محل انتقاد كبير وأنّه في تراجع مستمر وانحسار، حتى في عقر داره. Abstract This article addresses the issue of electronic voting as a modern mechanism for modernizing political elections. It focuses on the chances of adopting it as an alternative to the traditional voting in the Western world, its native land, at first, and then with expanding it to all countries of the globe. The study requires an objective comparison of the advantages and disadvantages of the issue to be studied, i.e., electronic voting, and a serious confrontation of the tendency pleading in its favor with that which opposes it, thus calling to get rid of it completely. , or at least to restrict its scope in order to better experiment with it and ensure its effectiveness. The results of the study show that, in its current forms, electronic voting seems not yet ready to compete with traditional voting in political elections, let alone a good alternative. The study also finds out that, even in its land of origin, the system is in a state of continuous restriction.
