مبدأ التخطيط الاداري في بناء مشروع المؤسسة -جامعة الشهيد حمه لخضر نموذجا-

Abstract

ملخص الدراسة أصبحت الإدارة الجامعية الحديثة على اقتناع تام بانه إذا كان نجاح الجامعة وفعاليتها واجتيازها مراحل النمو المختلفة امرا مرهونا بتحقيق أهدافها، فان مواردها البشرية هي الوسيلة الأساسية لتحقيق هذه الأهداف. ولكون الجامعات هي الأداة التي تسهم في عملية الإصلاح والتطور الاجتماعي، فيقع على عاتقها مسؤولية تهيئة الكفاءات المهنية والارتقاء بالمناخ الأكاديمي ودفع الكفاءات العلمية الى درجات الابداع والاتقان والكشف والابتكار وتحويل عمليات البحث العلمي والتطور التقني الى مخترعات تجسد طموحات المجتمع، كما ان المشاريع تعتبر علامة حياة الجامعة ودليل مواكبتها لتطلعات المجتمع. وبما ان التخطيط هو حجر الزاوية في بناء كل مشروع ناجح فحق لنا ان نطرح الاشكال التالي: الى أي مدى اعتمدت جامعة الوادي على مبدا التخطيط في اعداد مشروع مؤسسة؟ ان لكل مشروع دورة حياة محددة بغض النظر عن حجم المشروع والفترة الزمنية التي يتطلبها انجازه. او كون المشروع مركب او بسيط فتكون دورة حياة المشروع مقسمة على أربع مراحل كالتالي: 1- بداية المشروع - ويكون فيها المشروع ومقدار العمل المبذول امام تأثير أصحاب المصلحة ويكون حجم المخاطرة كبيرا. 2- التنظيم والاعداد - في هذه المرحلة تبدأ التكاليف ومقدار العمل المنجز بالارتفاع ويقل تأثير أصحاب المصلحة على المشروع ويقل حجم المخاطرة فيه. 3- تنفيذ المشروع - تبدأ التكاليف ومقدار العمل بالانخفاض ويستمر انخفاض مستوى تأثير أصحاب المصلحة والمخاطرة حتى نهاية المرحلة. 4- نهاية المشروع - تنعدم في هذه المرحلة التكاليف ومقدار العمل وكما ينعدم تأثير أصحاب المصلحة والخطورة. وقد تمحورت تساؤلات الدراسة حول ما يلي: 1- هل قامت الجامعة بتقييم الواقع (جمع المعطيات)؟ 2- هل وضعت الجامعة اهداف محددة لمخطط عملها؟ 3- هل حددت الجامعة إمكانيات الخاصة بتنفيذ هذا المشروع؟ 4- هل وضعت رزنامة زمانية لتنفيذ هذا المخطط؟ 5- هل وضعت اليات لمتابعة وتقييم هذا المخطط؟ - كما اعتمدنا في هذه الدراسة على الجانب الوصفي الاستكشافي وقمنا بالاستعانة بأداة المقابلة كما اعتمدنا على الأرشيف لدراسة المعلومات حيث قمنا بدراسة ملف مشروع المؤسسة ووقفنا على دور التخطيط الإداري الجيد في نجاح إدارة المشاريع واستيعاب مجهودات الجامعة.

RESUME DE L’ETUDE L’administration universitaire moderne est pleinement convaincue que si le succès, l’efficacité et les divers stades de développement de l’université dépendent de la réalisation de ses objectifs, ses ressources humaines sont le principal moyen d’atteindre ces objectifs. Parce que les universités sont l’instrument qui contribue au processus de réforme et de développement social, il est de leur responsabilité de créer des compétences professionnelles, d’améliorer le climat académique et de conduire les compétences scientifiques à des degrés de créativité, la maîtrise, la détection et l’innovation, et transformer la recherche scientifique et les processus de développement technique en inventaires qui reflètent les aspirations de la société. Les projets sont également considérés comme un signe de la vie universitaire et un guide pour les tenir à la hauteur des aspirations de la société. Puisque la planification est la pierre angulaire de la construction de chaque projet réussi, nous avons le droit de proposer les formes suivantes : dans quelle mesure l’Université de la Vallée s’est-elle appuyée sur le principe de planification pour préparer le projet d’un établissement ? Chaque projet a un cycle de vie particulier, peu importe la taille du projet et la période nécessaire pour le mener à bien. Le cycle de vie du projet est divisé en quatre phases : -1 Le début du projet - le projet et la quantité de travail accompli face à l’influence des intervenants et à l’ampleur du risque est important. -2Organisation et préparation. À cette étape, les coûts et la quantité de travail semblent élevés, l’impact des intervenants sur le projet est réduit et le risque est réduit. -3 Mise en œuvre du projet. Les coûts et la charge de travail commencent à diminuer et l’impact et les risques des intervenants continuent de diminuer jusqu’à la fin de la phase. -4in du projet. Les coûts, la quantité de travail et l’impact et la gravité des parties prenantes font défaut à ce stade. Les questions de l’étude portaient sur : -1 L’Université a-t-elle évalué la réalité (collecte de données) ? -2 L’Université a-t-elle établi des objectifs précis pour son plan de travail? -3 L’Université a-t-elle identifié des possibilités de mise en œuvre de ce projet? -4 Un calendrier a-t-il été établi pour la mise en œuvre de ce programme? -5 A-t-on mis en place des mécanismes de suivi et d’évaluation de ce régime? - Nous nous sommes également fiés à cette étude pour ce qui est de la description exploratoire et nous avons utilisé l’outil d’entrevue et les archives pour étudier l’information. Nous avons étudié le dossier du projet d’entreprise et identifié le rôle d’une bonne planification de gestion dans la réussite de la gestion de projet et l’absorption des efforts de l’université.

SUMMARY OF THE STUDY Modern university administration is fully convinced that if the university's success, effectiveness and various stages of development depend on the achievement of its goals, its human resources are the primary means of achieving these goals. Because universities are the instrument that contributes to the process of social reform and development, it is their responsibility to create professional competencies, upgrade the academic climate and drive scientific competencies to degrees of creativity, mastery, detection and innovation, and transform scientific research and technical development processes into inventories that reflect the aspirations of society. The projects are also considered as a sign of university life and a guide to keeping them up to society's aspirations. Since planning is the cornerstone of the construction of each successful project, we have the right to put forward the following forms: how far has the University of the Valley relied on the planning principle to prepare an institution's project? Each project has a specific life cycle regardless of the size of the project and the time period required to complete it. The project's life cycle is divided into four phases: -1 The start of the project - the project and the amount of work done in the face of stakeholders' influence and the magnitude of the risk is significant. -2 Organization and preparation. At this stage, costs and the amount of work done appear to be high, the stakeholders' impact on the project is reduced and the risk is reduced. -3 Project implementation. Costs and workload start to decrease and stakeholders' impact and risk continues to decrease until the end of the phase. -4 Project end. Costs, amount of work and stakeholders' impact and gravity are lacking at this stage. The study's questions centered on: -1 Has the University assessed the reality (data collection)? -2 Has the University set specific objectives for its work plan? -3 Has the University identified possibilities for implementing this project? -4 Has a timetable been established for the implementation of this scheme? -5 Have mechanisms been put in place to follow up and evaluate this scheme?

- We also relied on this study on the exploratory descriptive side and used the interview tool. We also relied on the archive to study information. We studied the dossier of the enterprise project and identified the role of good management planning in the success of project management and absorption of the university's efforts.
