النظام الانتخابي والمجالس النيابية في الأردن (1989-2015): التحوّل من نظام انتخاب الكتلة إلى نظام الانتخاب المختلط

Abstract

تهدف هذه الدراسة إلى التعرف على النظام الانتخابي الأردني في الدستور الأردني وفي قانون الانتخاب لمجلس النواب, والذي جرت بموجبه الانتخابات النيابية, والتعرف على المجالس النيابية خلال فترة الدراسة ,وسمات النظام الانتخابي في الأردن خلال فترة الدراسة, وقد خلصت الدراسة إلى أن الدستور الأردني لم يبين تفاصيل النظام الانتخابي, وأحال عملية تنظيم الانتخابات النيابية إلى قانون الانتخاب لمجلس النواب, وأن النظام الانتخابي الأردني تحول من نظام انتخاب الكتلة إلى نظام الصوت الواحد غير المتحول, ثم إلى النظام الانتخابي المختلط, وأوصت الدراسة بتبني النظام الانتخابي المختلط الذي يجمع بين التمثيل النسبي والانتخاب الفردي. الكلمات الدالة: نظام الانتخاب, مجلس النواب, الانتخابات النيابية. Abstract: This study aims to identify the Jordanian electoral system in the Jordanian Constitution and the electoral law to the House of Representatives, according to which the parliamentary elections took place, the parliaments as well as the features of the electoral system in Jordan were identified during the period of the study. Our study concluded that the Jordanian Constitution did not indicate The electoral system details ,where the organization of the elections process referred to the election of the House law and that Jordan's electoral system shifted from mass election system to a single vote unchangeable system, and then to the mixed electoral system, the study recommended also the adoption of a mixed electoral system that combines the proportional representation and individual election.
