دور التّمويل الإسلامي بالسّلم في تحقيق التّنمية المستدامة -مصرف السّلام الجزائري أنموذجا-

Abstract

عنوان هذه المذكرة:" دور التمويل الإسلامي بالسلم في تحقيق التنمية المستدامة -مصرف السلام الجزائري أنموذج-" تحت إشكالية عامة: "ما هو دور التمويل الإسلامي بصيغة السلم في تحقيق التنمية المستدامة؟"، تمت الإجابة عن هذه الإشكالية في فصلين، الأول عُني بالجزء النظري للدراسة تناولنا فيه التمويل الإسلامي وصيغه، والتنمية المستدامة من الجانب الوضعي ونظرة الشرع لها وعرضنا أبعادها ومؤشراتها ومبادئها وأهدافها، كما تعرضنا للسّلم في الفقه الإسلامي دراسة فقهية ثم تطبيقه المعاصر فذكرنا ضوابط ومعايير ومجالات تطبيقه. والفصل الثاني خصص لدراسة الحالة تطرقنا فيه إلى تقديم بنك السلام الجزائري، كما تعرضنا إلى السلم الموازي وتحليل مواد عقد السلم المطبق في مصرف السلام، وبيّنّا بعض آثاره المترتبة على أبعاد التنمية المستدامة عند تطبيق هذا العقد. وخلصت هذه الدراسة إلى الخروج بنتائج أهمها: أنّ للتمويل بعقد السلم في المصارف الإسلامية دور مهم في تحقيق أبعاد التنمية المستدامة، حيث بإمكانه إحداث تغير شامل في جميع القطاعات كالصناعة والتجارة والزراعة وغيرها، وحل المشاكل الاجتماعية كمحاربة الفقر والبطالة.This memorandum was entitled "The role of Islamic financing for peace in achieving sustainable development - Al Salam Bank Algerian model -" under a general problem: "What is the role of Islamic financing in peace formula in achieving sustainable development?", where It was answered in two chapters, the first of which was about the theoretical part of the study, where we addressed Islamic finance, which we knew and defined, sustainable development, where we knew it, mentioned its legitimate outlook, and exposed us to its dimensions, indicators, principles and objectives, as well as peace in Islamic jurisprudence, where we knew it and explained its legitimacy, elements, conditions and contemporary application. Chapter II was devoted to the study of the situation, in which we discussed the presentation of the Algerian Salam Bank and the analysis of the articles of the Salam Bank's Peace Contract, as well as some of its implications for the dimensions of sustainable development in the implementation of the said Decade. The study concluded that financing for the ’salm Contract in Islamic Banks had an important role to play in achieving the dimensions of sustainable development, with the potential for comprehensive change in all sectors, such as industry, trade, agriculture and others. and solving social problems such as fighting poverty and unemployment.
