Abstract

مﯾرﻛﻟا دﺑﻋ ﻲﻧﺎﺳﺣ ﺔﯾدﻠﺑﻟ ﺔﯾﻠﺣﻣﻟا ﺔﯾﻣﻧﺗﻟا ﻲﻓ ﺔﯾﻠﺣﻣﻟا تﺎﻋﺎﻣﺟﻟا رود ﺎﻧﺗﺳاردﻟ ﺎﻧﻟوﺎﻧﺗ لﻼﺧ يداوﻟا ﺔﯾﻻوﻟ 2010 / 2015 لﻼﺧ نﻣ رﺋازﺟﻟا ﻲﻓﺔﯾﻠﺣﻣﻟا ةرادﻹا مﺎظﻧ ﻰﻠﻋ فرﻌﺗﻟا مﺗ ، ةرادﻻا ﻪﺗﺎﻫ لﺎﻛﺷاو ﻲﻧوﻧﺎﻘﻟا مﺎظﻧﻟا ﺔﯾﻔﯾﻛ ﻰﻠﻋ فرﻌﺗﻟا مﺗ ﺎﻣﻛ ، ﺔﯾﻻوﻟاو ﺔﯾدﻠﺑﻟا ﻲﻫو ﻻأ ﺔﯾﻣﻧﺗﻠﻟ ﻲﻠﺣﻣﻟا رﯾﯾﺳﺗﻟا ﻲﻓ مﻬﺗﺳﺎﯾﺳ ﺞﻣارﺑو تﺎﻬﺟﻟا ﻩذﻫ فرط نﻣ ﺔﯾﻠﺣﻣﻟا تﺎﺳﺎﯾﺳﻟا ﻊﻧﺻ ﺔﯾدﻠﺑﻟ ﺔﯾﻧادﯾﻣ ﺔﺳارد ﺔﺳاردﻟا تﺟردأو ﺔﯾﻠﺣﻣﻟا تﺎﻋﺎﻣﺟﻠﻟ ءادﻻا ﻩذﻫ مﯾﯾﻘﺗ مﺗو ، ﺔﯾﻠﺣﻣﻟا يوﻣﻧﺗﻟا رودﻟاو فرﻌﺗﻟاو مﯾرﻛﻟا دﺑﻋ ﻲﻧﺎﺳﺣ ثﺣﺑﻠﻟ ﺔﻣدﺧ ، ﺔﺳاردﻠﻟ تﺎﺟﺎﺗﻧﺗﺳا مﺛ ﺔﯾدﻠﺑﻠﻟ رﻓﺎظﺗ بﻠطﺗﺗ تﻟاز ﻻ ﺔﯾﻠﺣﻣﻟا ﺔﯾﻣﻧﺗﻟا نأ ﻲﻫ ﺔﺳاردﻟا ﻩذﻬﻟ ﺔﺟﯾﺗﻧﺑ جورﺧﻟا مﺗو ،ﻲﻣﻠﻌﻟا ﺎﻫرﯾﯾﺳﺗﻟ ﺔﯾﻠﺣﻣﻟا تﺎﻋﺎﻣﺟﻠﻟ ﺔﯾﻟﻼﻘﺗﺳا ءﺎطﻋ ٕاو ﺔﯾﻠﺣﻣﻟاو ﺔﯾزﻛرﻣﻟا تﺎﻬﺟﻟا نﻣ دوﻬﺟﻟا ﻣو ﺔﻠﻣﺎﺷو ﺔﯾﻠﺣﻣ ﺔﯾﻣﻧﺗ قﯾﻘﺣﺗ ﺔﯾﻐﺑ اذﻫو ﺔﯾوﻣﻧﺗﻟا ﻊﯾرﺎﺷﻣﻠﻟ ﺔﻣادﺗﺳWhile dealing with the study of the local communities role in the local development of Hassani Abdelkrim, El Oued 2010/2015 , the Algeria management system has been identified through the legal system and forms of this administration, namely municipality and state, also it has been identified the way to make local politics by these entities and political programs their in the local management of local development . the performance of the local community was evaluated, and the study was included as a field study Hassani Abdelkrim to be exposed to the developmental role of the municipality,and then conclusions of the study, the service of scientific research, outcome of this study is that the local development still requires the concerted efforts of the central and local parties. Autonomy should be given to local groups to conduct development projects and this in order to achieve local and comprehensive and sustainable development .
