السياسة الخارجية للاتحاد الأوروبي اتجاه ثورات الربيع العربي

Abstract

جاءت هذه الدراسة للوقوف على تفاعل السياسة الخارجية لالتحاد األوروبي مع ثورات الربيع العربي، وهذا بهدفمعرفة مدى قدرتها على التكيف مع تحديات الجوارومتغيراته الطارئة ومدى فاعليتها، باعتماد على توليفة منهجية تجمع بين املنهج الوصفي، واملقارن، تصل بذلك الدراسة لنتيجة أساسية مفادها؛ أن تفاعل السياسة الخارجية لالتحاد األوروبي عشية اندالع الثورات العربية جاء دون الحد املطلوب، وهو ما عبرت عنه حالة اإلرباك وغياب اإلجماع بين الدول األوروبية، مع تناقضات في االستجابة بين الشعارات الديمقراطية وأولوية األمن، كما أثبتت معطيات االستجابة لهذه التحديات طوباوية وجود سياسة خارجية أوروبية مشتركة.This study came to find out the interaction of the foreign policy of the European Union with the Arab Spring Revolutions, in view of determining the extent of their ability to adapt to the challenges of the neighborhood, its emergency changes and the extent of their effectiveness. We have adopted the Descriptive, Comparativem, Analytical approach. The study have led to the main conclusion stating: The interaction of the European Union’s foreign policy on the eve of the outbreak of the Arab revolutions was below the required limit, which was reflected in the confusion and the absence of consensus among European countries, with contradictions in the response between democratic slogans and the priority of security
