"دور جمعيات الأحياء في تحقيق التنمية المحلية دراسة لواقع جمعيات الأحياء من خلال القانون 06/12"

Abstract

"ملخص: تناولنا في هذه الدراسة دور جمعيات الاحياء في تحقيق التنمية المحلية، حيث تعتبر جمعية الحي التي تعد اصغر بنية من بنى المجتمع المدني المحلي المهتمة بالجانب التنموي حيث تتمتع بطابع النشأة الطبيعية الناتج عن مفهوم الجوار والطبيعة المؤسساتية القانونية حيث انها تتمتع بالشخصية المعنوية وتهدف الى المشاركة في صنع القرار على المستوى المحلي. تطرقنا في هذه الدراسة الى الدور الذي تلعبه جمعيات الاحياء في تحقيق التنمية المحلية بصفتها مكون من مكونات المجتمع المدني المحلي من الناحية النظرية ثم تتبعنا واقع الظاهرة في الجزائر ومقارنته مع الجانب النظري متطرقين الى النصوص القانونية المنظمة للتنمية والجمعيات بالتفسير والتحليل ليتم تحديد عوامل نجاح جمعيات الاحياء في تحقيق دورها التنموي واكتشاف الاسباب التي تعرقلها او تؤثر عليها سلبا ليتم استنتاج الشروط والاليات التي تمكن هذه الجمعيات من تحقيق دورها بنجاح . ""Summary: In this study we dealt with the role of neighborhood associations in achieving local development, as the neighborhood association is considered the smallest structure of the local civil society structures interested in the developmental aspect, as it has the character of natural emergence resulting from the concept of neighborhood and the legal institutional nature as it has a moral personality and aims to participate in making Decision at the local level. In this study, we touched on the role that neighborhood associations play in achieving local development as a component of local civil society in theory, then we traced the reality of the phenomenon in Algeria and compared it with the theoretical side, touching on the legal texts that organize development and collections with interpretation and analysis in order to determine the success factors of neighborhood associations in Achieving its developmental role and discovering the reasons that hinder or affect it negatively, in order to deduce the conditions and mechanisms that enable these societies to successfully achieve their role in reality.
