حل معضلة العلاقات المدنية-العسكرية لتحقيق الاستقرار السياسي في مصر وتركيا

Abstract

يعتبر حل معضلة العلاقات المدنية-العسكرية أحد الموضوعات الرئيسية أثناء فترات التحولات السياسية، من أجل التأسيس لنظام أكثر ديمقراطية يكون قادرا على الاستجابة للاحتياجات السياسية والاقتصادية والاجتماعية، لكن في المقام الأول يستطيع تحقيق الاستقرار السياسي كشرط مسبق لتحقيق تلك الاحتياجات. مصر وتركيا هما حالتا الدراسة اللّذَيْن يمكّناننا من فهم وتحليل تأثير العلاقات المدنية-العسكرية على الاستقرار السياسي من الناحية العملية، وما إذا كان حل تلك المعضلة يمثل مؤشرا أساسيا من الناحية النظرية. Solving civil-military relations dilemma is one of the basic topics during political transformations; in order to establish a more democratic regime that is able to achieving political, economic and social needs. However, it can firstly realize political stability as a precondition to achieve those needs. Egypt and Turkey are two case studies that may enable us to analyze and understand how civil-military relations effect political stability empirically, and whether solving that dilemma is an fundamental indicator theoretically.
