Abstract

الجزائر شهدت تحولًا ملحوظًا نحو الاقتصاد الرقمي، حيث أصبحت الرقمنة أحد المحاور الأساسية في رؤية الجزائر 2030. هذه الرؤية تهدف إلى تحقيق حكومة رقمية واقتصاد يعتمد على التكنولوجيا الحديثة، مما يعكس أهمية الرقمنة في تعزيز التنمية الاقتصادية والاجتماعية .ومع ذلك، تواجه الجزائر عدة تحديات في تطوير البنية التحتية الرقمية، بما في ذلك نقص الاستثمارات، نقص الكفاءات، البيروقراطية، وتحديات الأمن السيبراني. على الرغم من هذه التحديات، تبذل الحكومة جهودًا كبيرة لتحسين البنية التحتية الرقمية، مثل توسيع شبكة الألياف البصرية، تحسين الأمن السيبراني، وتشجيع القطاع الخاص على الاستثمار في هذا المجال. البنية التحتية الرقمية تسهم في تحسين كفاءة القطاعات الاقتصادية وجذب الاستثمارات الأجنبية وتسهيل التجارة الإلكترونية. لكن هناك حاجة لمزيد من الجهود لتحقيق التحول الرقمي الكامل Abstract: In recent years, Algeria has witnessed a noticeable shift towards a digital economy, with digitization becoming one of the key pillars of Algeria's Vision 2030. This vision aims to achieve a digital government and an economy reliant on modern technology, reflecting the importance of digitization in enhancing economic and social development . However, Algeria faces several challenges in developing its digital infrastructure, including insufficient investments, a lack of skilled professionals, bureaucratic hurdles, and cybersecurity threats. Despite these challenges, the government is making significant efforts to improve digital infrastructure, such as expanding the fiber-optic network, enhancing cybersecurity, and encouraging private sector investment in this field. Digital infrastructure contributes to improving the efficiency of economic sectors, attracting foreign investments, and facilitating e-commerce. Nevertheless, further efforts are still needed to achieve full digital transformation
