حلف الناتو: المهام الجديدة في ظل التحولات الدولية الراهنة

Abstract

إذا كانت نهاية الحرب الباردة قد أفرزت قضايا جديدة فرضت بقاء الحلف واستمراره، فإن تبدل اهتماماته الإستراتيجية من دفاع جماعي ضد هجوم سوفياتي محتمل، إلى التوسع نحو بناء إطار جديد للأمن الأوربي والأطلسي قد أفرز أيضا قضايا ينبغي على الحلف معالجتها، بعبارة أخرى، إذا كان الدفاع قد فرض على الحلف معالجة قضايا عسكرية استراتيجية تتعلق بكيفية تحقيق الموازنة مع التطورات الحاصلة في القدرات العسكرية للاتحاد السوفياتي وحلف وارسو السابقين، فإن التوسع فرض عليه معالجة قضايا ينبغي حسمها سياسيا حتى لا تعيق استراتيجيته العسكرية، وهي نفسها القضايا التي شكلت معضلات أثَّرت في مستوى أدائه وكادت تقضي على مبررات وجوده لعدة مرات. Abstract: If the end of the Cold War has produced new issues imposed the survival the continuation of (NATO) , the change of its strategic interests of collective defense against a probable Soviet attack , toward expansion into creating a new framework for the European and the Atlantic security; has emerged issues which should be treated by the Alliance , in other words, if Self-defense has forced the Alliance to deal with strategic and military issues relating on how to achieve the balance with the developments of the military capabilities of the former Soviet Union and the Warsaw Pact , the expansion imposed the NATO to resolve issues politically, in order not to hamper its military strategy, and they are the same issues that made several dilemmas and they affected the NATO performance level and were almost to eliminate the justification for its existence several times
