المأسسة السياسية وأثرها في الإنتقال الديمقراطي في الجزائر(1989-2016)

Abstract

تهدف هذه الدراسة لبيان أهمية المأسسة السياسية من الناحية النظرية والعملية،وكشف العلاقة التلازمية بين عمليتي المأسسة السياسية والإنتقال الديمقراطي،فالبناء المؤسساتي القوي و الفعال،وتجسيد السلطة السياسية في المؤسسة، وإخضاعها للقانون، واستقلالها عن الأشخاص الممارسين لها، يعد شرطا ضروريا في عملية الإنتقال الديمقراطي،وقد حاولت الجزائر بناء مؤسسات الدولة، من خلال إصدار العديد من الدساتير والتعديلات الدستورية منذ أول دستور سنة 1963، وصولا إلى دستور 1989، الذي يعد نقلة كبيرة في اتجاه تجسيد الديمقراطية الليبرالية،بكل مضامينها وآلياتها،فالنظام السياسي الجزائري عٌرف منذ نشأته بشخصنة السلطة وتركيزها،وتنبع أهمية مأسسة السلطة من علاقتها الوطيدة بعملية الإنتقال الديمقراطي،فلا يمكن الحديث عن انتقال ديمقراطي في وجود نخبة مسيطرة ترفض التداول على السلطة، وتسعى في شخصنتها ، ما شكل عائقا كبيرا أمام تجربة الإنتقال الديمقراطي. This study aims to demonstrate the importance of political institutionalization in theory and practice, and to reveal the concomitant relationship between the processes of political institutionalization and democratic transition, a strong and efficient institutional construction ,its submission to the law, and the separation between the power and its exerciser constitute an axial condition in the process of democratic transition, Algeria has known several constitutions, starting from that of 1963 up to that of 1989, which is a major shift towards the embodiment liberal democracy,The Algerian political system has been known since its creation of the personification of power, The importance of institutionalizing the power stems from its strong relationship with the democratic transition, Thus, it is not possible to talk about a democratic transition in the presence of a dominant elite that refuses the political alternation, and seeks to personalize it.
