الحوكمة الالكترنية في الجزائر بين المتطلبات والمعوقات

Abstract

من خلال هذه الورقة البحثية بينا الحوكمة الإلكترونية كاحد المفاهيم الإدارية الحديثة التي تتضمن المفاهيم الأساسية والنواحي النظرية للحكومة الإلكترونية، كما هدفت الى التعرف على معايير ومؤشرات الحوكمة الإلكترونية التي يجب أن تطبق من أجل تطوير الموارد البشرية في الحكومة، وكذلك التعرف على دور الحوكمة الإلكترونية في تطوير الكوادر البشرية في مؤسسات الحكومة، ومعرفة أهمية وأهداف وفوائد الحوكمة الإلكترونية، المتطلبات والمعوقات لها، تتحدد معايير ومؤشرات الحوكمة الإلكترونية في مؤسسات الدولة بما يلي؛ سيادة القانون، تطبيق الخطط الإستراتيجية، الشفافية، النزاهة، المساءلة، الاستجابة، الكفاءة والفعالية، اللامركزية في اتخاذ القرارات. وكذلك توصلنا الى أدوار الحوكمة الإلكترونية في تطوير وتسهيل تقديم الخدمات الإلكترونية للموظفين والمواطنين، Through this research paper, we demonstrated e-governance as one of the modern administrative concepts that includes the basic concepts and theoretical aspects of e-government. It also aimed to identify the standards and indicators of e-governance that must be applied in order to develop human resources in the government, as well as to identify the role of e-governance in developing human cadres in government institutions, and to learn about the importance, objectives and benefits of e-governance, requirements and obstacles to it. The standards and indicators of e-governance in state institutions are determined by the following; Rule of law, implementation of strategic plans, transparency, integrity, accountability, responsiveness efficiency and effectiveness, and decentralization in decision-making. We also reached the roles of electronic governance in developing and facilitating the provision of electronic services to employees and citizens.
