Abstract

" تهدف هذه الدراسة لإلقاء الضوء على واقع المؤسسات الناشئة والرابط الذي بينها وبين المقاولاتية، كونها تشكل ميدانا لتحسين المهارات وتفتح فرصة للإبداع والابتكار، حيث بعد التطرق لأهم الجوانب النظرية للمؤسسات المصغرة والصغيرة والمتوسطة والمقاولاتية وكذا تحليل الدراسات السابقة، تم تحديد أهم السمات المكونة لروح المقاول. وبعد الشق النظري في الموضوع حول المؤسسات الناشئة والمقاولاتية؛ تتبعنا عمليا القوانين والإجراءات وكذا الهيئات التي اعتمدتها الجزائر للتوجه نحو خلق مؤسسات ناشئة بروح المقاولاتية واخترنا مجموعة من المؤسسات لمعرفة أثر هذه الإجراءات سواء ما تعلق ب الوكالة ANAD أو دار المقاولاتية بالجامعة وكذا الحاصنات المعمتدة. ومن أهم النتائج المتوصل إليها ومقارنة بالأبحاث العلمية حول عملية الدعم المقدم من قبل الهيئات الداعمة والتمويل للمؤسسات الناشئة فإن هذه الهيئات (الوكالة الوطنية لدعم وتنمية المقاولاتية، الوكالة الوطنية لتسيير القرض المصغر، الصندوق الوطني للتأمين عن البطالة)كان لها الدور المهم في الدعم المالي لأصحاب هذه المؤسسات، إلا أنها لا زالت تواجه صعوبات وتحديات من الجانب التمويلي وذلك نتيجة لعدة أسباب من بينها الفساد الإداري المنتشر داخل المؤسسات.
