تقييم ورقمنة التسهيلات الجمركية وأثرها على أداء المتعاملين الإقتصاديين

Abstract

تقدم إدارة الجمارك الجزائرية جملة من التسهيلات تهدف إلى تعزيز القدرة التنافسية للمتعاملين ودعمهم في السوق الدولية. وتنوعت هذه التسهيلات بين تلك التي تبسط وتسهل الاجراءات سواءا الادارية أو تلك التي لها علاقة بالجمركة، الأمر الذي يسرع العملية اللوجيستيكية، فتعقيد الإجراءات يؤدي للمكوث المطول الذي من شأنه إضافة تكاليف وتعطيل العملية الانتاجية أو التسويقية للمتعاملين، واتجهت التسهيلات الجمركية أيضا الى التأثير ماليا على المؤسسة. تهدف الدراسة الى تسليط الضوء حول نجاح هذه التسهيلات، أم أن وجودها يقتصر فقط في الترسانة القانونية والتنظيمية. ودفعا بهذه التسهيلات الى تحقيق غاياتها، عززت ادارة الجمارك أدواتها باستعمال التكنولوجيا والرقمنة لتبسيط اجراءاتها وتسهيلها للمتعاملين في إطار معايير المنظمة العالمية للجمارك This study aims to evaluate the facilities provided by the Algerian Customs to economic operators in general and authorized economic operatorin particular, and to identify those that have an impact on the financial performance of institutions and their competitiveness, as a number of facilities have been allocated to accredited dealers. They have relied upon statistics related to the customs activity associated with these facilities to study the extent to which these dealers are interested in them and used. In order to achieve its objectives, the Customs Administration has strengthened its tools using a legal arsenal devoted to the use of technology and digitization to simplify its procedures and facilitate them for customers within the framework of the standards of the World Customs Organization.
