Abstract
تهدف هذه الورقة إلى إبراز الإطار النظري للتحرير المالي ،مركزين على أعمال كل من ماكينون وشو المؤسسين لنظرية التحرير المالي والتي اعتمدت عليها الدول المتقدمة لتطبيق منهج التحرير الاقتصادي في الدول النامية خلال التسعينات من القرن العشرين، ورغم تأييد العديد من الدراسات للتحرير المالي من خلال إبراز أثرها الايجابي، إلا أنه في المقابل هناك العديد من الدراسات التي تؤكد على سلبيات التحرير المالي، وخاصة الأزمات المالية والمصرفية التي تعرضت إليها الدول المتقدمة والنامية، لذلك على الدول النامية أن تكون حذرة خلال عملية التحرير المالي حتى تضمن من الاستفادة من ايجابياته والتقليل ما أمكن من سلبياته.
This paper aims to highlight the theoretical framework of financial liberalization, focusing on
the work of both McKinon and Shaw, the founders of the theory of financial liberalization, on which
developed countries relied of the application of economic liberalization in developing countries during the
1990s.Despite of the fact various studies supported financialliberalization by emphasing positive
effect(advantages), there are many studies that emphasize the negative aspects of financial liberalization,
especially the financial and banking crises experienced by developed and developing countries, so
developing countries should be cautious during the process of financial liberalization to ensure that the
take advantage of its positivesaspects and minimize its disadvantages
