دور تكنولوجيا المعلومات والاتصال في تحقيق التنمية المستدامة: التجربة الجزائرية

Abstract

تهدف هذه الدراسة أساسا إلى تسليط الضوء على تكنولوجيا المعلومات والاتصال ودورها في تحقيق التنمية المستدامة، والتعرف على مدى استجابة الدولة الجزائرية للتطورات الحاصلة في المجال التكنولوجي وما حققته في مجال التنمية المستدامة. وقد تم استخدام المنهج الوصفي التحليلي لاستقراء المعطيات حول مساهمة تكنولوجيا المعلومات والاتصال في تحقيق التنمية المستدامة بالجزائر. توصلت الدراسة إلى الدور البارز لتكنولوجيا المعلومات والاتصال في تحقيق التنمية المستدامة من خلال تعزيز المشاركة في عمليات صنع القرار على مستوى الشركات والمستويين المحلي والوطني. ويمكن أن تكون أداة فعالة أيضا لتمكين الأفراد، وتعزيز مبادرتهم، وتحقيق اللامركزية في مجال الإدارة، وإظهار التباين في الآراء والمصالح في القضايا السياسية والاجتماعية والاقتصادية التي تواجه مجتمعاتنا. كما اتضح أن جهود التنمية في الجزائر فشلت في الاستجابة المستدامة للتحديات الاقتصادية والاجتماعية المطروحة Abstract: The aim of this study is to shed light on ICT and their role in achieving sustainable development, and to identify the extent of the Algerian state's response to technological developments and what it has achieved in the field of sustainable development. A descriptive analytical approach was used to extrapolate data on the contribution of ICT to sustainable development in Algeria. The study found the prominent role of ICT in achieving sustainable development by enhancing participation in decision-making processes at the corporate, local and national levels. It can also be an effective tool for empowering individuals, promoting their initiative, decentralizing management and demonstrating divergent views and interests on the political, social and economic issues facing our societies. Development efforts in Algeria have also failed to respond to sustainable economic and social challenges.
