الحكم المحلي في ظل إعادة صياغة دور الدولة الشراكة مع المجتمع المدني و القطاع الخاص

Abstract

في إطار التطورات السياسية و الإقتصادية و الإجتماعية التي شهدها العالم في أواخر القرن العشرين و التي انعكست على دور الدولة، جاء الإتجاه إلى اللامركزية و الحكم المحلي في إطار التحديات التي أصبح يتعين على الحكومة المركزية أن تواجهها، وقد زاد الإهتمام نحو الأدوار الجديدة للمحليات في إطار عملية الحكم Governance، من خلال الشراكة مع منظمات المجتمع المدني و القطاع الخاص باعتبار أن الدولة ليست الفاعل الوحيد في إحداث التنمية على المستوى المحلي. و في ظل التحول في دور الدولة و الحكم المحلي المرتبط بالتحول إلى القطاع الخاص، Privatization ظهرت بعض المفاهيم التي تعكس الشراكة بين الحكم المحلي و القطاع الخاص و المجتمع المدني، كما تعكس طبيعة دور الحكم المحلي في ظل هذه الشراكة. In the frame of the political, economical, and social developments that the world has run during the latest twentieth century, and that have reflected on the role of the State, the trend came on decentralization and local governance, in the context of the challenges that the Central Government must confront. The interest had increased in order to emphasize the new roles of the Local Communities within the governance process, throughout the partnership with the civil society organizations and the private sector, as far as the State is not the only actor to bring the development at the local level. In the context of the shift enrolled in the role of the State and the local governance related to the transition to the Private sector (privatization), some new concepts have emerged reflecting the partnership between the local governance, the private sector and the civil society, as well as the nature of the role of local governance in the light of this partnership.
