دور جهاز الحسبة في المحافظة على النظافة في الأندلس خلال القرنين 05- 06ه/ 11- 12م

Abstract

Since its inception in the Islamic State, the Hisbah Plan has been of great importance in the life of the individual and society in general, as the Muhtasib and his aides were searching for the corruption spreading in the country to cut it off. They were also enjoining good deeds if they noticed people turning away from it. There is no doubt that this act achieves social security. in this article, the Hisbah books of the 05-06 AH/11-12 AD centuries were studied for the country of Andalusia, in order to reveal the role played by the muhtasib in maintaining cleanliness in the country, considering that this behavior is a civilizational appearance, called for by many events in the contemporary world. It highlights the social development in Andalusia under the Hisbah system. شكلت خطة الحسبة منذ إنشائها في الدولة الإسلامية أهمية كبيرة في حياة الفرد والمجتمع بصفة عامة، إذ أن المحتسب وأعوانه كانوا يبحثون عن الفساد المنتشر في البلاد لقطعه، كما كانوا يأمرون بالمعروف إذا ما لاحظوا إعراضا عنه، ولا شك أن هذا الفعل يحقق الأمن الاجتماعي، ومن خلال هذا المقال تم دراسة كتب الحسبة الخاصة بالقرنين 05- 06ه/ 11- 12م لبلاد الأندلس، من أجل الكشف عن الدور الذي قام به المحتسب في المحافظة على النظافة في البلاد، باعتبار أن هذا السلوك مظهر حضاري، تدعو إليه الكثير من الفعاليات في العالم المعاصر، ويبرز التطور الاجتماعي في الأندلس في ظل نظام الحسبة.
