ظاهرة غلاء الأسعار في الجزائر وعلاجها من منظور جهاز الحسبة الإسلامي

Abstract

الملخص: تهدف هذه الدراسة إلى الوقوف على حقيقة ظاهرة غلاء الأسعار كمشكلة اقتصادية في الجزائر، وإبراز مساهمة جهاز الحسبة في علاج هذه الظاهرة من خلال التأصيل النظري للحسبة والمحتسب، وذكر مختلف الضمانات التي يوفرها هذا الجهاز لعلاج ظاهرة غلاء الأسعار، وتبرز إشكالية الدراسة حول التساؤل الآتي: ما هي الأسباب التي تقف وراء ظاهرة غلاء الأسعار في الجزائر؟ وكيف يساهم جهاز الحسبة في علاج ظاهرة الغلاء؟ ولبلوغ هذا الهدف تم اعتماد المنهج الوصفي والتحليلي، وتكمن أهمية هذا البحث في الكشف عن الأسباب الحقيقية لظاهرة غلاء الأسعار في الجزائر وتوضيح مختلف الضمانات التي يوفرها جهاز الحسبة لعلاج هذه الظاهرة، وتشير النتائج أن أسباب ظاهرة الغلاء في الجزائر هي أسباب هيكلية بصفة أساسية وأسباب مؤسساتية، كما أثبتت النتائج قدرة جهاز الحسبة على التحكم في غلاء الأسعار، وهذا ما يعزز إمكانية اعتماد الضمانات التي يوفرها هذا الجهاز لعلاج ظاهرة الغلاء في الجزائر حاليا. Abstract: This studyaims to focus on the reality of the phenomenon of high prices as an economic problem in Algeria, and to identify the contribution of the Hesba tool in treating this phenomen on through the theoretical rooting of the Hesba and Al-Muhtasib and mentioning the various guarantees provided by this system to treat the phenomenon of high prices. Our big question is What are the main causes of the phenomenon of high prices in Algeria? And how does the Hesba tool contribute to treat the phenomenon of high prices? To achieve this objective, a descriptive and analytical approach was adopted, and the importance of this research lies in revealing the real causes of the high prices phenomenon in Algeria and clarifying the various guarantees provided by the Hesba tool to trea this phenomenon. The results also demonstrated the ability of the Hesba tool to control the high prices, and this may lead to enhance the possibility of adopting the guarantees provided by this system to treat the phenomenon of high prices in Algeria currently.
