11017293202072 دور الأمين العام لهيئة الأمم المتحدة في تفعيل الوسائل السياسية لحل النزاعات سلميا The role of the Secretary-General of the United Nations in activating political means to resolve conflicts peacefully 2،1 1 2 [email protected] 230520191602202028042020 ******* مراجعة المقال: اللغة العربية: د./محمد كنتاوي(جامعةأدرار)اللغةالإنجليزية: أ./ سارة الناصر (الأردن) ّ ملخص: تعد الوسائل السياسية لحل النزاعات سلميا من أبرز الوسائل التي يلجأ إليها الأمين العام لهيئة الأمم المتحدة، لتسوية التوترات والصراعات التي قد تنشب هنا أو هناك على الساحة الدولية، إلا أن نجاعة هاته الوسائل في تحقيق المرجو منها يبقى مرهونا بمدى فاعليتها في التعامل مع النزاعات التي يسعى الأمين العام لإيجاد حل لها من خلالها، لذلك سنحاول في هذا البحث تسليط الضوء على دور الأمين العام لهيئة الأمم المتحدة في تفعيل هاته الوسائل، والمتمثلة في المنظمات الدولية والإقليمية، كما نستعرض العناصر المساهمة في تفعيل دور الأمين العام، وهذابالنظر إلىعلاقاته الداخلية والمتمثلة في أجهزة الهيئة الرئيسة(الجمعية العامة ومجلس الأمن)، وكذلكبالنظر إلىعلاقاته الخارجية المتمثلة في الدول الأعضاء وغير الأعضاء في المنظمة وكذلك علاقاته بالمنظمات الدولية والإقليمية والمنظمات غير الحكومية، كماسنحاول تقييم دور الأمين العام وهذا باستعراض أهم المعوقات والعراقيل التي تعترض الأمين العام عند قيامه بدوره، وكذلك تناول أهم النجاحات التي حققها الأمين العام في هذا الشأن Political means to resolve conflicts peacefully are considered among the most important means used by the Secretary-General of the United Nations to resolve the tensions and disputes that may arise on the international scene. However, the success of these means in achieving their objectives remains dependent on their effectiveness in dealing with the conflicts that the Secretary- General is attempting to resolve. This research sheds light on the role of the Secretary-General of the United Nations in activating these means, represented in international and regional organizations, and review the elements that contribute to the activation of the role of the Secretary-General, through his internal relations represented in the main bodies (The General Assembly and the Security Council), 73110172932020 external relations represented in Member and Non-member States of the Organization and his relations with international and regional organizations and non-governmental organizations. The paper will also assess the role of the Secretary-General by reviewing the major obstacles and barriers facing him in playing his role and address the most important successes achieved by the Secretary-General in this regard.
