الإصلاحات الحديثة للنظام النقدي والمصرفي وأثرها على استقلالية بنك الجزائر

Abstract

تهدف هذه الدراسة للتعرف على الإصلاحات الحديثة للنظام النقدي والمصرفي وأثرها على استقلالية بنك الجزائر من خلال اهم القوانين التي أصدرت من طرف الحكومة وقد قمنا بدراسة نظرية وتطبيقية للموضوع، حيث تعرفنا في الجانب النظري على أهم المفاهيم المتعلقة بالبنك المركزي ماهيته ونشأته وأهدافه، ثم التعرف على مفهوم ومعايير وأنواع استقلالية البنوك المركزية، كما قمنا بعرض للدراسات السابقة التي سبق وأن تناولت موضوع استقلالية البنوك المركزية من خلال الإصلاحات التي قامت بها الحكومة، ثم وفي الجانب التطبيقي تعرفنا على بنك الجزائر الذي أجرينا عليه الدراسة وقمنا بالتعرف على أهم الإصلاحات الحديثة من خلال سن القوانين والأوامر بدءاً بالقانون 90-10 لسنة 1990 وصولاً إلى القانون 23-09 الذي أصدر سنة 2023، ثم قمنا بدراسة قياسية لاستقلالية بنك جزائر من خلال هذه القوانين. This study aims to identify the modern reforms of the monetary and banking system and their impact on the independence of the Bank of Algeria through the most important laws issued by the government. We have conducted a theoretical and practical study of the subject, where we learned in the theoretical aspect the most important concepts related to the central bank, its nature, origin and objectives, then getting to know the concept And the standards and types of independence of central banks. We also presented previous studies that had previously addressed the issue of independence of central banks through the reforms undertaken by the government. Then, on the practical side, we got to know the Bank of Algeria, on which we conducted the study, and we identified the most important modern reforms through the enactment of laws and orders. Starting with Law 90-10 of 1990 and ending with Law 23-09, which was issued in 2023, we then conducted a standard study of the independence of the Bank of Algeria through these laws.
