صناعة التكرير في الجزائر؛ بين اشكالية تصدير النفط الخام وفاقد المنتجات المكررة دراسة تحليلية للفترة (2000-2020)

Abstract

تتطرق هذه الدراسة إلى احدي الإشكالات الراهنة التي تواجه صناعة التكرير في الجزائر؛ وهي قضية الاختلال والتداعيات على صادراتها ضمن هيكل صادرات المنتجات النفطية. وتركزت اشكالية الدراسة حول مقدار الفاقد من هذا الاختلال . توصلت الدراسة أن الجزائر فقدت خسائر كبيرة ومباشرة في شكل فروق أسعار و تسربات في شكل واردات ، وغير مباشرة في شكل ضرائب وأعباء دعم للمنتجات المستوردة . كما توصلت الدراسة أن صادرات المنتجات المكررة تواجه بتحديات في أسواقها الدولية ..... وعليه تقترح الدراسة العمل على اصلاح هيكل الصناعة محليا ؛ ثم ترقية صادرات المنتجات المكررة ضمن هيكل صادرات المنتجات النفطية وإصلاح سياسات دعم أسعارها ، وأخيرا العمل على الارتقاء بنوعية المنتجات المكررة وفق شروط الأسواق الدولية. : This study deals with one of the problems facing the refining industry in Algeria. It is the issue of imbalance and the repercussions on its exports within the structure of exports of petroleum products. The problem of the study centered on the amount of loss from this imbalance. The study found that Algeria lost large and direct losses in the form of price differences and leakages in the form of imports, and indirectly in the form of taxes and subsidy charges for imported products. The study also found that exports of refined products face challenges in their international markets.....Accordingly, the study suggests working on reforming the industry's structure locally; Then to promote exports of refined products within the structure of exports of petroleum products, reform policies to support their prices, and finally work to improve the quality of refined products in accordance with the conditions of international markets.
