التحول الرقمي في الجزائر (المؤسسات المالية والتعليم العالي نموذجا)

Abstract

تهدف هذه الدراسة الى تسليط الضوء على واقع التحول الرقمي في الجزائر ، حيث تشهد الجزائر تحولات رقمية بارزة في مختلف القطاعات، خاصة في المؤسسات المالية والتعليم العالي، بهدف تحسين الكفاءة، تقديم خدمات مبتكرة، وتعزيز التنافسية. تعتمد هذه الجهود على تطوير البنية التحتية الرقمية، تحسين الموارد البشرية، وتعزيز الحوكمة الإلكترونية. وتمثل الرقمنة في هذين المجالين جزءًا أساسيًا من استراتيجية الجزائر 2025-2030 للتحول الرقمي. وقد خلصت الدراسة الى ان تحول الرقمي في المؤسسات المالية والتعليم العالي أحد الركائز الرئيسية لتنمية الاقتصاد الجزائري وتعزيز القدرة التنافسية. يتطلب نجاح هذا التحول تعاونًا مشتركًا بين الجهات الحكومية والخاصة، إلى جانب الاستثمار المستدام في التكنولوجيا والموارد البشرية Abstract: This study aims to shed light on the state of digital transformation in Algeria, where significant digital shifts are taking place across various sectors, particularly in financial institutions and higher education. These transformations aim to enhance efficiency, deliver innovative services, and boost competitiveness. The efforts rely on developing digital infrastructure, improving human resources, and strengthening electronic governance. Digitalization in these two areas is a fundamental component of Algeria's 2025-2030 digital transformation strategy. The study concludes that digital transformation in financial institutions and higher education is one of the main pillars for fostering Algeria's economic growth and enhancing competitiveness. Achieving success in this transformation requires joint collaboration between public and private sectors, along with sustainable investment in technology and human resources.
