أثر تأهيل المؤسسات الصغيرة والمتوسطة على تنافسية الاقتصاد الوطني خلال الفترة 1999- 2015

Abstract

يؤثر تأهيل المؤسسات الصغيرة والمتوسطة إيجابيا على رفع تنافسية اقتصاديات أغلب الدول التي نجحت في تنمية وتأهيل تلك المؤسسات، ويعد أثره في الجزائر مهملا لأنه اقتصاد ريعي يعتمد على قطاع المحروقات الذي يساهم بـ 98% من الصادرات مما يضعف تنافسية الاقتصاد الجزائري، الأمر الذي يحتم على الحكومة الجزائرية التوجه بشكل أكثر جدية نحو الاهتمام بترقية وتأهيل المؤسسات الصغيرة والمتوسطة، ولقد قامت الجزائر بعدة برامج لتأهيل تلك المؤسسات من أجل النهوض بقدراتها التنافسية. تهدف هذه الدراسة إلى إبراز مدى تأثير برامج تأهيل المؤسسات الصغيرة والمتوسطة على تنافسية الاقتصاد الوطني خلال الفترة (1999-2015)، وقد اعتمدت الدراسة على تحليل بعض تقارير مؤشرات تنافسية الدول ومؤشرات الاقتصاد الكلي، حيث تم التوصل في نهاية التحليل إلى أن برامج التأهيل لم تعطي النتائج المرجوة منها مما جعل أثرها متواضع على رفع تنافسية الاقتصاد الوطني Abstract: The rehabilitation of small and medium enterprises positively affects the competitiveness of the economies of most of the countries that had succeeded in developing and rehabilitating these institutions, and its impact in Algeria is negligible because it is a rural economy dependent on the hydrocarbons sector, which contributes 98% of exports, which weakens the competitiveness of the Algerian economy. Algeria has taken a more serious approach to the promotion and rehabilitation of small and medium enterprises, and Algeria has undertaken several programs to qualify these institutions to enhance their competitiveness. This study aims to highlight the impact of SME qualification programs on the competitiveness of the national economy during the period 1999-2015. The study relied on the analysis of some reports of countries' competitiveness indicators and macroeconomic indicators. At the end of the analysis, With the desired results, making their impact modest to raise the competitiveness of the national economy.
