الوضع القانوني لبحر قزوين

Abstract

يعتقد الكثير من خبراء الطّاقة أنّ الاستغلال الكامل للثروات النفطيّة في بحر قزوين لن يتم ما لم تُحلّ مشكلة الوضع القانوني لهذا البحر، وتأتي هذه الدّراسة لتتبع المراحل التي مّر بها مشكل المركز القانوني لقزوين، من خلال إلقاء الضّوء على الإطار القانوني لقزوين قبل انهيار وتفكّك الاتّحاد السوفيتي، بالإضافة إلى مناقشة المفاوضات التي جرت بين الدّول الخمسة حول هذا المشكل للوصول في الأخير إلى تطوّر مواقف هذه الدّول حول المركز القانوني لقزوين. Abstract : many energy experts believe that the full exploitation of oil in the Caspian Sea will not be carried out unless the legal status of the sea is solved. This study traces the stages undergone by the problem of the legal status of the Caspian sea, and investigates the legal framework of the Caspian before the collapse and disintegration the Soviet Union. In addition, the study focuses on the negotiations that took place between the five concerned parties with the problem, trying to reach a final solution. The position of each party to the conflict is analyzed thoroughly.
