نحو تفعيل أداء الإدارة المحلّية في الجزائر في ظلّ مقاربة الحوكمة الإلكترونيّة

نظرا للمشاكل التّي تواجهها الإدارة المحلّية في الجزائر والتي حالت دون تحقيق الأهداف التنموية المنشودة وعلى رأسها العوائق البيروقراطية, العوائق المالية, استشراء ظاهرة الفساد,...أصبحت هناك ضرورة ملحّة نحو عصرنة هذا الجهاز من أجل تقديم خدمات ذات جودة للمواطن من خلال العمل على تفعيل نشاطه وجعله أكثر كفاءة, والحرص على ترسيخ مبادئ الحوكمة من خلال تطبيق الشفافيّة وتعزيز المشاركة وترقية المساءلة في تسيير برامج التنميّة المحلّية, وتؤدّي تكنولوجيا الإعلام والاتصال الدّور الفعّال الميسّر لمختلف هذه العمليّات, إذ أصبحت هذه الأخيرة وسيلة للانفتاح, التبادل, التطوّر, وهي تعتبر ذات أهميّة بالنّسبة للفاعلين العموميين ولجميع الأفراد, وأصحاب المصالح. الكلمات الافتتاحية: تكنولوجيا الإعلام والاتّصال, الحوكمة، الحوكمة الإلكترونية, الإدارة المحلية. Abstract: The local administration in Algeria confronts a lot of problems, which prevented a realization of promising aims. These problems such as: bureaucracy, finance depression, expansion of corruption phenomenon. Consequently, it becomes a necessary to modernization the administration system for a quality services offering to the citizen, through effective its activities, and do it more efficiency and the care to settlement of governance pillars by a transparency application, participation reinforcement and accountability promotion in local development programs management. Thus, the information and communication technology (ICT) play a helping role to all this operations, especially as a tool of the opening, the exchange, it’s important to all of public actors, citizens and, stakeholders.
