السندات ودورها في تمويل المشاريع الخضراء دراسة تحليلية للفترة 2007-2020

Abstract

تهدف هذه الدراسة إلى الوقوف على مفهوم السندات الخضراء، واستعراض خطوات إصدارها، أسواقها والاستثمارات الموجهة لتمويلها، كما تتناول الدراسة واقع أسواق السندات الخضراء في العالم سواء الأسواق الناضجة أو الأسواق الناشئة. وقد استخدم المنهج الوصفي والتحليلي لوصف الظاهرة وتحليل جوانبها، وكذا المعطيات المتعلقة بها، وتوصلت الدراسة إلى أن هناك توجه عالمي نحو الاستثمار في المشاريع الخضراء ذات الفوائد البيئية بهدف تحقيق أهداف التنمية المستدامة (خطة 2030)، كما اقترحت الدراسة وجوب حشد الموارد المالية لاسيما في الدول العربية لتمويل المشاريع الصديقة للبيئة والتي تعرف ضعف في الأداء عموما. This study aims to identify the concept of green bonds, and review the steps for issuing them, their markets and investments directed to finance them. The study also deals with the reality of green bond markets in the world, whether mature markets or emerging markets. The descriptive and analytical approach has been used to describe the phenomenon and analyze its aspects, as well as the data related to it, and the study concluded that there is a global trend towards investing in green projects with environmental benefits in order to achieve the goals of sustainable development (2030 Plan). The study also suggested that financial resources should be mobilized. Especially in the Arab countries, to finance environmentally friendly projects that have weak performance in general
