واقع جاهزية الجزائر لتطبيق الحكومة الالكترونية في ظل متطلبات التحول الرقمي الحكومي

Abstract

يهدف هذا البحث الى دراسة مدى الجاهزية الالكترونية للجزائر لاعتماد الحكومة الالكترونية من خلال عرض مختلف الاحصائيات والمؤشرات الخاصة بذلك، للوقوف على واقع هذه الجاهزية في ظل سعي الجزائر لمواكبة التحول الرقمي الحكومي عبر تطبيق الحكومة الإلكترونية كأحد المحاور الأساسية لتحقيق أهداف التنمية المستدامة. وقد توصلت الدراسة إلى أن الجزائر قطعت خطوات مهمة في هذا المجال، كتعزيز البنية التحتية للاتصالات، وزيادة انتشار الإنترنت، وإطلاق منصات رقمية للخدمات. رغم ذلك، تواجه تحديات، منها ضعف التكامل بين الهيئات الحكومية، نقص الكفاءات التقنية، الفجوة الرقمية بين المناطق، وعدم كفاية التشريعات المتعلقة بالأمن السيبراني والخصوصية Abstract: This research aims to study the extent of Algeria's electronic readiness to adopt e-government by presenting various statistics and indicators related to this, to stand on the reality of this readiness in light of Algeria's efforts to keep pace with the government's digital transformation through the application of e-government as one of the main axes to achieve the goals of sustainable development. The study concluded that Algeria has made important steps in this field, such as strengthening the communications infrastructure, increasing the spread of the Internet, and launching digital platforms for services. However, it faces challenges, including weak integration between government agencies, lack of technical competencies, the digital gap between regions, and insufficient legislation related to cybersecurity and privacy.
