دراسة تحليلية لبيئة الأعمال في الجزائر

Abstract

تهدف هذه الدراسة الى تحليل بيئة الاعمال في الجزائر وذلك من خلال مجموعة من المؤشرات التي تعتمدها الهيئات العالمية التي تختص بجانب الاستثمارات في الدول والتي تقيس مدى جاهزية بيئة الاعمال لاستقبال الاستمارات المحلية او الاجنبية وذلك ليتسنى للمستثمر بأخذ القرار الصائب بالإستثمار أو عدمه ، وقد تم الاعتماد في ذلك على المنهج الوصفي التحليلي الذي من خلاله نقوم بوصف وتحليل مختلف متغيرات الدراسة في الفصل الاول ،كذلك التطرق الى عرض و تحليل مختلف المؤشرات في الفصل الثاني ، وقد تم الاعتماد في ذلك على مجموعة من التقارير التي يقوم البنك الدولي بنشرها في فترات مختلفة ،ومن خلال هذه الدراسة تم التوصل الى أن مؤشرات الجزائر التي تقيس بيئة الاعمال تقع في الفئة الضعيفة او المتوسطة ،وذلك بسبب مختلف العراقيل التي تواجه المستثمر او بسبب القوانين والتشريعات التي تفرضها الدولة في هذا الشأن، لذلك وجب على الجزائر التحسين من القطاع الإقتصادي بها ، ومختلف القطاعات الأخرى المرتبطة به لتحسين بيئة الأعمال بها ومن ثم استقطاب مختلف الإستثمارات وتنوعيها. This study aims to analyze the business environment in Algeria, through a set of indicators adopted by international bodies that specialize in investments in countries, and that measure the readiness of the business environment to receive local or foreign applications, so that the investor can take the right decision to invest or not. This is based on the descriptive analytical approach through which we describe and analyze the various variables of the study in the first chapter, as well as addressing the presentation and analysis of the various indicators in the second chapter, and this has been relied upon on a set of reports that the World Bank publishes in different periods, and through these The study concluded that the indicators of Algeria that measure the business environment fall into the weak or medium category, due to the various obstacles facing the investor or because of the laws and regulations imposed by the state in this regard, so Algeria must improve its economic sector, and the various other sectors related to it. It is used to improve its business environment and then attract and diversify various investments.
