Abstract

"تعالج مذكرتنا إشكالية شرح وتحليل إجراءات تنفيذ الميزانية العمومية وفق القانون العضوي 18-15 المتعلق بقوانين المالية. وإجراءات تنفيذ الميزانية العمومية تمر بمراحل متعددة تبدأ من التخطيط وإعداد الميزانية، مرورًا بالموافقة عليها وتنفيذها، وصولًا إلى مراقبتها وتقييمها وفي الأخير إعداد الحسابات الختامية، والقانون العضوي 18-15 المتعلق بالقوانين المالية، هو قانون تم إصداره في 2 سبتمبر 2018، يُعتبر إطارًا قانونيًا جديدًا للميزانية على مستوى القانون المالي، ويهدف إلى تحقيق إصلاحات شاملة في التسيير العام، من خلال دراستنا اعتمدنا تحليل قانون مادة بمادة وكيفية تطبيق اجراءات تنفيذ الميزانية العمومية وتحقيقا لأهدافها الاقتصادية حيث يهدف هذا إلى تحديث وتطوير الإطار المالي للدولة، ويضع مجموعة من القواعد والإجراءات التي تضمن التنظيم الفعّال والمستدام للمالية العامة. ومن بين أهم النتائج التي توصلنا إليها هي توقعات دقيقة للإيرادات والنفقات، مع التركيز على توجيه الإنفاق نحو الأولويات الوطنية وتجنب العجز المالي.
