الحركة النقابية في الجزائر- من المطلبية إلى التشاركية

Abstract

يتناول هذا المقال سيرورة التّحولات التي طالت الحركة النقابية الجزائرية بدءًا بفترة الاستعمار حيث تمت ولادة هذه النّقابات ثم ارتباطها بالحركة الوطنية، لتكتفي بالدّور المكمل لدور السّلطة في تحقيق تنمية شاملة لتتغير بعدها المعطيات، بفعل تداعيات الأزمة المتعددة الابعاد، والتي عصفت بالبلاد منذ مطلع الثمانينات، وبالدّخول في الإصلاحات الكبرى من نفس السنة حدثت تغيرات جوهرية مسّت جميع الاصعدة خاصة التغيرات السياسية، تمثلت في الانتقال من الأحادية إلى التعددية الحزبية، والذي تولّدت عنه التعددية النقابية، ليتراجع دور نقابة الاتحاد العام للعمّال الجزائريين رغم الظروف الامنية والسياسية المتأزمة والتي حالت دون تطوير وإنضاج هذه التجربة The present article deals with the process of change the Algerian trade union had undergone starting from the colonial period when these movements were born in collaboration with the national ones. Their role was to complement that of the authorities in order to achieve a global development and make change to the status quo of that time as a result of the multidimensional crisis which affected the country since 80s. Huge reforms during the same years have been introduced which result in essential changes that covered all sections mainly political changes through a transfer from nicety to multipartism and which led the diversity of trade unionism. Consequently, the role of the general trade unions' role in Algeria has decline despite the increase in the security and politic crisis which impeded the evolution and maturity of the experience
