التجربــة الجزائرية في إدارة الخدمة العامة للمياه - دراسة تحليلية للشراكة بين القطاعين العام والخاص-

Abstract

تهدف هذه الدراسة الى تقييم مدى نجاعة التجربة الجزائرية الحالية للشراكة بين القطاعين العام والخاص في قطاع خدمات المياه في الجزائر، وذلك من خلال التركيز على تحليل مؤشرات الأداء ومختلف الآثار الاقتصادية والاجتماعية الناتجة عن اعتماد هذا الأسلوب في الادارة. من بين أهم النتائج الرئيسية لهذه الدراسة هو أن عملية الشراكة بين القطاعين العام والخاص التي تم تطبيقها على مستوى ادارة الخدمة العامة للمياه في الجزائر تبدو أقل كفاءة ولم تؤدي الى تحسين أداء وجودة الخدمة العامة للمياه، كما أنها لا تشجع على تحقيق الأهداف التي تم تسطيرها في اطار هذه الشراكة. The purpose of this study is to evaluate the efficiency of the current experience of public-private partnership in the water services sector in Algeria, focusing on the analysis of the performance indicators and the different economic and social impacts of this approach. One of the main findings of this study is that the public-private partnership applied to the management of public water service in Algeria is less efficient and unable to improve the performance of the provision of public water services. In addition, it does not promote the achievement of the objectives already established under this partnership.
