Abstract

تهدف هذه الدراسة الى التعرف على الدور الذي تؤديه الادراة الرقيمة للموارد البشرية في التحسين من أداء الحوكومة الالكترونية، وذلك من خلال عرض لمختلف المفاهيم المتعلقة بمتغيرات الدراسة (التحول الرقمي، رقمنة الموارد البشرية، الإدارة الالكترونية، الحكومة الالكترونية...)، وقد تم التوصل من خلال هذا العرض النظري الى مجموعة من النتائج التي كان أهمها أن المورد البشري كان ولا يزال أهم المحددات الأساسية لنجاح المؤسسات، وهذا ما يستوجب عليها تكيفه وتحيين كفاءاته بما يتوافق مع طبيعة التحولات التي تمر بها (التحول الرقمي)، وهذا ما ينعكس بالإيجاب على بعد الأداء كما هو المعبر عنه في هذه الورقة بأداء الحكومة الالكترونية.
