تداعيات أزمة كوفيد19 على قطاع تكنولوجيا المعلومات والاتصالات في الجزائر (دراسة تحليلية)

Abstract

تهدف هذه الدراسة إلى معرفة تداعيات أزمة كوفيد 19 على قطاع تكنولوجيا المعلومات والاتصالات في الجزائر ،هذا القطاع الذي عرف عجزا وتأخرا كبيرا لسنوات طويلة مقارنةببعض الدول العربية التي حققت أشواطا هامة في هذا المحال بينما بقيت الجزائر تتذيل التصنيفات العالمية وجاءت أزمة كوفيد 19 لتكشف حجم التأخر في هذا القطاع لاسيما مع سياسات الغلق و الحجر التي شهدتها الجزائر وكل دول العالم وما فرضته من تعاملات إلكترونية فكانت هذه الأزمة حافزا قويا سواء للحكومة أو للمؤسسات أو الأفراد لإدراج وتطوير تكنولوجيا المعلومات والإتصالات وإدماجها في مختلف القطاعات و المجالات السياسية والاجتماعية والاقتصادية والتجارية ،فسنة 2020 وماشهدته من أحداث وأزمات صحية تعتبر نقطة تحول فعلي في مجال الرقمنة وبداية جادة للنهوض بالقطاع وتطويره

This study aims to identify the repercussions of the Covid-19 crisis on the information and communication technology sector in Algeria. This sector has known a significant deficit and delay for many years compared to some Arab countries that have made a great progress in this field. Consequently, Covid-19 crisis came to reveal the depth of the delay that the sector knows in the country, especially with the closure and confinement policies that Algeria and all countries of the world witnessed. These circumstances imposed the adoption of electronic transactions, thus, it can be seen as a strong incentive, whether for the government, institutions or individuals to include and develop information and communication technology and its integration in various sectors and fields. The year 2020 is a real turning point in the field of digitization and a serious start for the advancement and development of the sector due to the health events and crises it witnessed.
