Abstract

إن التطورات التي شهدتها الألفية الثالثة تعد من أكبر وأسرع التغيرات التي شهدها العالم خاصة على جانب النظم الإدارية التي كانت التأثير ظاهرا فيها خاصة من جانب الاتصالات فقد تم إدماج تكنولوجيات الإعلام والاتصال في الإدارة ما أفرو مفهوم جديد للجانب الإداري فيما يصطلح عليه الإدارة الالكترونية(e-management ) التي قلبت الموازين على الإدارة التقليدية (الورقية)، وقد كانت الإدارة الالكترونية منعطفا حاسما في تغيير نموذج الخدمة العمومية وذلك لما لها من خصائص السرعة في الأداء ،والشفافية، وعدم محدودية المكان والزمان. إن نموذج الإدارة الالكترونية يمثل نقلة توعية في مجال الخدمة العمومية من حيث انجاز الخدمات الإدارية بكل وضوح وأقل وقت وجهد ،وبالتالي فهو يمثل إطار مفاهيمي جديد للخدمة العمومية وذلك من حيث المزايا التي أضافها على المصطلح التقليدي، من تحسينات للخدمة والوضوح في التعاملات وشفافية انجازها Developments in the third millennium are one of the largest and fastest changes in the world, especially on the part of administrative systems that have had a significant impact on communications. Media and communication technologies have been integrated into the Department, creating a new concept for the administrative aspect of e- management, which has turned the scales on traditional (paper) management. Electronic administration has been a decisive turning point in changing the public service model because of its fast performance, transparency, and space and time limitations. The e-governance model represents a public service awareness shift in terms of delivery of administrative services in a clear and time-consuming manner, thus representing a new conceptual framework for the public service in terms of the advantages it has added to the traditional term of service improvements, clarity of dealings and transparent execution. The study divided two chapters: Chapter 1: Conceptual Framework for e-Governance and Public Service Chapter II: Electronic Management Applications in Algeria. and conclusion contains a set of conclusions.
