خروج بريطانيا من الاتحاد الأوربي وأثره على حرية حركة المهاجرين: قراءة في السيناريوهات

Abstract

كانت الهجرة موضوعا بارزا خلال مناقشات الاستفتاء حول خروج بريطانيا من الاتحاد الأوروبي، فمع تطور المفاوضات، والكشف عن الشروط التي بموجبها يمكن للمهاجرين الدخول إلى المملكة المتحدة والبقاء فيها ، وكذلك بالنسبة للمواطنين البريطانيين والتنقل داخل الاتحاد الأوروبي، وهو ما سيعكس التأثير الحقيقي على حركة الهجرة والمهاجرين، ستحاول هذه الورقة استعراض دواعي وخلفيات وشروط الانسحاب، وكذا تحليل وقراءة في عدد من السيناريوهات والاحتمالات التي من شأنها أن تحكم العلاقة بين الجانبين، ومدى تأثير ذلك مستقبلا على حرية حركة المهاجرين. The theme of Migration has been a major focus “bexit” discussion, when the stockholder have seriously addressed the issue, during their negotiation process, by revealing a new set of requirements for entry or residence in britain. Hence, the discussion has examined also other issues related to british citizen’s mobility within the EU countries and their influence on migrants and migration movements. This paper aims to review the causes and background for the Brexit itself, and therefore it analyses the different scenarios and possible outcomes that determine the future relationship between EU and Britain, as well as the impact of the whole process on the migrants movement.
