الإدارة الإلكترونية و دورها في مكافحة الفساد

Abstract

ملخص: ان التطور الذي حدث في مجال تكنولوجيات الإعلام و الاتصال و ظهور الانترنت و مختلف التطبيقات الالكترونية، ساهم بشكل كبير في عصرنة الإدارة من خلال تطبيق هذه التقنيات في مجال النشطات الإدارية و الخدمات المقدمة للمواطنين و بذلك نقول بأن الإدارة الإلكترونية أصبحت اليوم ضرورة حتمية و لاسيما في الدول التي لديها الامكانيات المادية و البشرية لتحقيقها ،و ذلك لأنها استغنت عن الإدارة التقليدية الورقية و استبدلتها بأجهزة الحاسوب و البرامج و الأرضيات الإلكترونية ، مما أدى إلى تقديم الخدمة العمومية في أسرع وقت و أقل تكلفة و بنجاعة و بكل شفافية، بل ساهمت كذلك بمكافحة كل اشكال الفساد. الكلمات المفتاحية: الإدارة العمومية، العصرنة ، الإدارة الإلكترونية ، مكافحة الفساد. Summary: The evolution in the framework of information technologies and the communications and especially appearance of the Internet and various electronic application, allowed in the modernization of the public administration, while integrating these applications in activated and the services of the administration been used for the citizens. Thus the electronic administration became currently a need in the company, especially those which have human and material means. This electronic engineering made it possible to pass from the traditional administration of paper towards the electronic administration, use of them the electronic microphones, programs and platforms. All these techniques have evolves the administrations which managed to give very fast and less expensive services and with transparency, also this electronic administration took part in the fight against corruption.
