تحليل بعض آثار الاستثمار الأجنبي المباشر على جوانب التنمية المستدامة في الجزائر خلال الفترة (2002-2017

Abstract

تحقق الاستثمارات الأجنبیة المباشرة العدید من المكاسب للدول المضیفة خاصة الدول النامیة منها الجزائر؛ التي تسعى من وراء تحفیز هذا النوع من الاستثمارات إلى تحقیق مجموعة من الأهداف تتمحور غالبیتها حول تحقیق تنمیة مستدامة لاقتصادها، وعلیه یهدف البحث إلى التعرف على مفهوم التنمية المستدامة والاستثمار الأجنبي المباشر في الجزائر، وعرض آثاره على جوانب التنمیة المستدامة في الجزائر خلال الفترة الزمنیة الممتدة ما بین 2002 إلى 2017، بالاعتماد على التقاریر الصادرة عن الوكالة الوطنیة لتطویر الاستثمار في الجزائر وكذلك عدد من التقاریر الدولیة، وبإتباع المنهج التحلیلي توصل البحث إلى أنه رغم الجهود المبذولة في المجال الاستثمار الاجنبي في الجزائر تبقى قيمة التدفقات الاستثمارية وطبيعة توزيعها على مختلف قطاعات الاقتصاد الوطني دون المستوى المطلوب، إذ أن الصناعة الاستخراجية التابعة لقطاع المحروقات تستحوذ على النسبة الأكبر من هذه التدفقات لدى تبقى الجزائر مطالبة بالارتقاء بالمناخ الاستثماري لإشراك الاستثمار الأجنبي المباشر في تنويع مصادر الدخل و رفع معدلات النمو.

Abstract FDI brings many gains to host countries, especially developing countries, including Algeria, Which aims to stimulate this type of investment to achieve a set of objectives, most of which are centered on achieving sustainable development of its economy. Therefore, the research aims to identify the concept of sustainable development and foreign direct investment in Algeria, and to present its effects on the aspects of sustainable development in Algeria during the period from 2002 to 2017, based on the reports issued by the National Agency for the Development of Investment in Algeria, as well as a number of international reports, Following the analytical approach, the research concluded that despite the efforts exerted in the field of foreign investment in Algeria, the value of investment flows and the nature of their distribution among the various sectors of the national economy remain below the required level, as the extractive industry of the hydrocarbons sector accounts for the largest share of these flows, so Algeria is still required to upgrade the investment climate to involve foreign direct investment in diversifying sources of income and raising growth rates.
