السياسة العامة الفلاحية ودورها في تحقيق التنمية المحلية في الجزائر دراسة حالة ولاية الوادي 2000-2017

Abstract

لقد صار القطاع الفلاحي في الوقت الراهن من اهم القطاعات التي تلجا اليها الدول في بناء اقتصادياتها، نظرا للأهمية الكبيرة لهذا القطاع الاستراتيجي والناجمة عن عدة عوامل اثبتت هذه الأهمية ، فللقطاع الفلاحي أهمية مادية تكمن في سهولة استغلال موارده عكس قطاعات أخرى كالصناعة، بالإضافة الى عوامل بيئية باعتبار ان الاستثمار في القطاع الفلاحي لا يشكل اخطار على البيئة التي صارت من اهم المشاكل التي تؤرق العلماء في الوقت الراهن وعوامل اجتماعية كونه لا يتطلب إطارات للاستثمار فيه بالإضافة الى انه قطاع فعال ويؤثر بصورة مباشرة في قضية الاكتفاء الغذائي التي تعد من اهم عناصر تحقيق التنمية المستدامة ،ومن هنا صار من الحتمي في وقتنا الحالي الاعتماد على القطاع الفلاحي وهذا ما اتجهت له الدولة الجزائرية، حيث بذلت الجزائر مجهودات جبارة في سبيل النهوض بهذا القطاع الحساس وجعله القطاع الريادي في الاقتصاد الوطني ، لكن رغم كل تلك الجهود الا ان هذا المسعى لازال بعيد بالنظر الى دور قطاع المحروقات في الاقتصاد الوطني الإجمالي The agricultural sector has now become one of the most important sectors in which countries have been able to build their economies due to the great importance of this strategic sector resulting from several factors that proved this importance.
