المنظورات القانونية والسياسية للصراع الدولي حول مياه نهر النيل: دراسة في أزمة سد النهضة بين إثيوبيا ومصر

Abstract

تركز الدراسة على الصراع الدولي حول مياه النيل وبالتحديد أزمة سد النهضة الإثيوبي الذي أثار في السنوات الأخيرة خلافا كبيرة بين إثيوبيا ومصر، وبالتالي تم تسليط الضوء على الضوابط القانونية التي تحكم تقسيم مياه النهار الدولية ونهر النيل بشكل خاص، وكذلك الجوانب السياسية ودور الأطراف الخارجية في تغذية هذا الصراع وبالأخص إسرائيل التي طاما كانت ولازالت تطمع في الإستفادة من مياه الأنهار التي تصب في المنطقة العربية، وإستخدام المياه كورقة ضغط سياسية للتأثير في قرارات بعض الدول خاصة مصر والسودان، وفي ظل إستمرار الأزمة وعدم التوصل دول حوض النيل إلى إتفاق نهائي من شأنه أن يرضي جميع الأطراف تم طرح بعض الحلول في الجوانب الفنية والتقنية وكذا الاهتمام بالقطاعات الأخرى ذات الطابع السياسي والأمني والإقتصادي التي من شأنها أن تساعد في حل مشكلات المياه بالنسبة لهذه الدول. The study focuses on the international conflict over the waters of the Nile, specifically the crisis of the Grand Ethiopian Renaissance Dam, which in recent years has sparked a great dispute between Ethiopia and Egypt, and thus the legal controls that govern the division of the international waters of the day and the Nile River in particular were shed light on, As well as the political aspects and the role of external parties in feeding this conflict, especially Israel, which has always been and still aspires to benefit from the waters of the rivers that flow into the Arab region, and to use water as a political pressure card to influence the decisions of some countries, especially Egypt and Sudan, and in light of the continuing crisis and the lack of access to the basin countries. Nile to a final agreement that would satisfy all parties. Some solutions were proposed in the technical and technical aspects, as well as interest in other sectors of a political, security and economic nature that would help solve water problems for these countries.
