المشاركة المواطِنة كآلية لتحقيق التنمية المحلية-دراسة حالة المغرب-

Abstract

تسعى الدراسة الى التعريف بمفهوم المشاركة المواطِنة كمقاربة جديدة متكاملة تقوم على اعادة توزيع الادوار و تشكيل العلاقات بين الفواعل و الشركاء الاساسيين في عملية التنمية المحلية ، عرضت الدراسة الجهود الحكومية المغربية لتجسيد المقاربة الجديدة على المستوى القانوني و التنظيمي لمواجهة تحديات التنمية الاقتصادية و الاجتماعية ،و توصلت الى ان هناك معوقات تتعلق بالبيئة السياسية الادارية و القانونية التي تواجه تجسيد المقاربة كما طرحت الدراسة مجموعة من الآليات لتفعيلها وانتهت بتوصيات كوضع ميثاق محلي للعمل الجمعوي لتنظيم العلاقة مع باقي الفواعل والتنصيص القانوني على اجراء المبادأة الشعبية، رفع الوعي بالشأن المحلي لدى المواطن و ادماج موضوع الديمقراطية التشاركية في المناهج الدراسية. : Abstract The present study seeks to introduce the concept of citizen participation as a new integrated approach based on redistributing roles and forming relationships between actors and main partners in the local development process. This study presented the Moroccan governmental efforts to incorporate the new approach at the legal and organizational level to face economic and social development challenges. The study has found that there are obstacles related to the political, administrative and legal environment that are facing the incorporation of the approach, thus it proposed a set of mechanisms to activate them, The study ended with recommendations such as : developing a local charter for associative action in order to organize the relationship with other actors, providing legal legislation to conduct the popular initiative, raising awareness about local concern among citizens, in addition to incorporating the subject of participatory democracy in Study programs.
