Contribution à la gestion intégrée de la ressource en eau au niveau de la wilaya d’El- Oued, diagnostique de la situation actuelle et .les perspectives futures

Abstract

L'eau est une ressource naturelle limitée, nécessaire à la vie et aux systèmes écologiques, et essentielle pour le développement économique et social. La wilaya d’El Oued située au sud algérien est confrontée à des problèmes plus critiques liés à l’eau et à l’environnement. Pour faire face à cette situation complexe la gestion intégrée des ressources en eau la GIRE se manifeste comme une solution adéquate potentiel. Dans cette perception, nous allons proposer dans ce travail un cadre de GIRE dans une approche méthodologique Diagnostique – Solution. Les résultats obtenus ont révélé une situation alarmante de la ressource en : une ressource vulnérable et non renouvelable et obligatoirement partagée, une utilisation irrationnelle des usagers délaissés sans assistance dans leurs libres choix, un approvisionnement et une tarification de la ressource qui ne la valorise guère, une gestion centralisée logiquement surpassé par les enjeux écolo-socio-économiques. Pour cela on propose une nouvelle vision stratégique GIRE qui se base sur l’approche intégrée, attentive et participative des usagers, qui met l’intérêt commun, le développement du territoire et la protection de ressource en dessus de tout المــاء هـــو مــصــدر طــبـيــعــي مــحـــدود، وهــــو ضـــروري للــحـيــاة ولـنـضــامـــها البيئي، وهو أساســي للـتــطــور الاقـتـصـــادي والاجــتـمـــــاعي. ولايــــة الـــوادي الــواقــعــة فـي الــجــنـــوب الــجـــزائــــري تــواجـــــه مـــشــــاكـــل حـــرجــــة مــتـعـلـــقـــــة بــالــمـيــــــاه وبالمـحـــيـــط. ولـــمـواجــهــة هـذه الــوضـعـيــــة الـمـعــقــدة والــــحــرجــــة يــظــهــر لــنـــا الــتــســيير المدعم للموارد المائية هو الحل المناسب المحتمل. في هذا التصـور، نقترح لهذا العمل منهجية التسيير المدعم لمقاربة منهجية التشخيص- الحل. النتائــــج المـــحــصــل عـــليــهــا أظــهـــرت وضــعيـــــة مــقــلــقـــة لـلـمـــوارد الــمـــائــيـــــة. حـيـــث هــي فــي حـــالــــة خـطــــر وغـيـــــر مـــتـــجــــددة ومــــشــــتـــركــــة بـالــضـــرورة، والاسـتــعــمــال الــغـيـــر عــقــلانــي والغــيـــر مـــحـســـــــوب للــمــســتــخـدمـيـــن وكـــذلــك الـــتـخـلـــي عــــن الــمـســاعــدة في اخــتــيـــارهــم. وأيـــضـــا توفير الموارد وبتسعيرات قليلة جدا، التسيير المركزي منطقيا يتخطى الـــدراســــات الــبــيــئــيــــة والاجــتــمـــاعـــيـــــة والاقــتـــصـــاديــــــة. ولــهــذا اقـتــرحـنــا اسـتــراتـيـجـيــة جـديــدة (التــسيـيــر الـمـدعــم للــمــوارد الـمـائية) التــي تـعــتـمــد عـلــى الـتــقــــارب الـمــتـكـــامــــل، الـيــقــظ والـتـســـاهـمـــي للـمـسـتـخـــــدمين، والذين عندهم فوائد مشتركـــــة، لتطويـــر المساحـــات وحمــايـــة الموارد قبل كـــل شــيء The water is a limited natural resource, necessary to life and to the ecological systems, and essential for the economic and social development. The wilaya of El Oued located in the south of Algeria is facing problems more critical related to water and the environment. To cope with this complex situation the integrated management of water resources in the IWRM is manifested as an adequate solution potential. In this perception, we are going to propose in this work a framework of IWRM in a methodological approach Diagnostqiue - Solution. The results obtained revealed a situation allarmante of the resource by: a vulnerable resource and non-renewable and necessarily shared, irrational use of neglected users without assistance in their free choice, a supply and pricing of the resource which do the values Little, centralized management logically surpassed by the Green issues-socio-economic. For this it is proposed a new strategic vision IWRM which is based on the integrated approach, attentive and participative of users, which puts the common interest, the development of the Territory and the protection of resource above all.
