اثر سياسات الإنفاق الحكومي على التعليم على مراكمة رأس المال البشري والنمو الاقتصادي

Abstract

تهدف هذه الدراسة إلى اختبار اثر الانفاق الحكومي على التعليم و سياساته على مراكمة رأس المال البشري ومن ثم النمو الاقتصادي، بالاعتماد على نموذج المعادلات الانية، لعينة متكونة من اربعة عشر من دول الشرق الأوسط وشمال إفريقياMENA ، وقد توصلت الدراسة إلى أن سياسات الانفاق الحكومي على التعليم تؤثر على النمو الاقتصادي عبر قناة مراكمة أو الاستثمار في رأس المال البشري معبراً عنه بالمؤشر المركب الذي يعتمد على قاعدة بيانات (بارو- لي) لمتوسط سنوات التمدرس للسكان في سن العمل، و التي يتم تعديلها لتأخذ في الحسبان نوعية التعليم والعائد على التعليم. This study aims to test the effect of government spending on education and its policies on the accumulation of human capital and then economic growth, based on simultaneous equations model, for a sample of fourteen countries in the Middle East and North Africa (MENA). The study concluded that government spending policies on education Affects economic growth through a channel of accumulation or investment in human capital expressed in the composite index that is based on the (Barrow-Lee) database of average years of schooling for the working-age population, which is adjusted to take into account the quality of education and the return on education.
