دور الإدارة الإلكترونية في دعم الشفافية ومكافحة الفساد في الجزائر2011/2016 – دراسة تقويمية -

Abstract

تمثل الإدارة الإلكترونية ركيزة أساسية في علاقة المواطن بالإدارة بحيث يتم التعامل وفقا للتكنولوجيات الاتصال والإعلام الذي بدوره يتطلب امتلاك مجال تقني متطور يسمح بالمرونة في التعامل مع هذه التكنولوجيات، كما أن الإدارة الإلكترونية تضح حيز من الثقة بين الإدارة والأطياف الأخرى من خلال فتح المجال أمام كافة الأطراف والوصول إلى تقديم خدامات عمومية مميزة. ومن خلال ذلك جاءت أهمية الدراسة لموضوع تطبيق الإدارة الإلكترونية التي تعتبر مقياسا لتطور المؤسسات في وقتنا الحاضر وضمان للتسيير الشفاف بتوظيف تكنولوجيا المعلومات والاتصالات لصالح تطوير العمل الإداري وتوظيف هذه الخدمات التكنولوجية لمكافحة الفساد والكشف عن المعاملات الإدارية التي توضح علاقة المواطن بالإدارة. لقد قسمت هذه الدراسة إلى مقدمة ومدخل منهجي ومفهومي ونظري وفصلين: الفصل الأول: دور الإدارة الإلكترونية في تعزيز دعائم الحكم الراشد. الفصل الثاني: الإدارة الإلكترونية كآلية لمكافحة الفساد في الجزائر. وفي الأخير تم عرض مجموعة من الاستنتاجات لهذه الدراسة تمثل الإدارة الإلكترونية ركيزة أساسية في علاقة المواطن بالإدارة بحيث يتم التعامل وفقا للتكنولوجيات الاتصال والإعلام الذي بدوره يتطلب امتلاك مجال تقني متطور يسمح بالمرونة في التعامل مع هذه التكنولوجيات، كما أن الإدارة الإلكترونية تضح حيز من الثقة بين الإدارة والأطياف الأخرى من خلال فتح المجال أمام كافة الأطراف والوصول إلى تقديم خدامات عمومية مميزة. ومن خلال ذلك جاءت أهمية الدراسة لموضوع تطبيق الإدارة الإلكترونية التي تعتبر مقياسا لتطور المؤسسات في وقتنا الحاضر وضمان للتسيير الشفاف بتوظيف تكنولوجيا المعلومات والاتصالات لصالح تطوير العمل الإداري وتوظيف هذه الخدمات التكنولوجية لمكافحة الفساد والكشف عن المعاملات الإدارية التي توضح علاقة المواطن بالإدارة. لقد قسمت هذه الدراسة إلى مقدمة ومدخل منهجي ومفهومي ونظري وفصلين: الفصل الأول: دور الإدارة الإلكترونية في تعزيز دعائم الحكم الراشد. الفصل الثاني: الإدارة الإلكترونية كآلية لمكافحة الفساد في الجزائر. وفي الأخير تم عرض مجموعة من الاستنتاجات لهذه الدراسة E-governance is one of the main pillars of the attempt to reflect the basic elements of good governance. The latter is an approach that all countries in the world aspire to establish on the ground. In recent years, Algeria has been one of the countries that adopted electronic management and modernized its sectors, Its relationship with the citizen, especially the internal and justice sectors in terms of improving public service and ensuring transparency and fighting corruption in the framework of the success of political, economic and administrative reforms as a start to devote democracy at the national and local level and bring the administration closer to Citizen and meet all the basic belongings. Among the conclusions of the study based on the hypotheses that have been formulated are the following: • Electronic management needs to be more effective to ensure transparency as administrative control is at a central level, which in turn does not reduce the weight of administrative procedures and rapid response. • Anti-corruption needs to be managed electronically controlled so that electronic devices can be dealt with through electronic tools, especially in the field of economic and financial dealings, which gives flexibility in the relationship between departments and their relationship with the citizen. • Electronic management allows the circulation of information and accessibility to all members of the community, which achieves transparency within the right to access information. • The greater the reliance on electronic management at the central and local levels, the more it will improve public facilities and the public service and reduce negative behaviors that increase corruption as well as reduce the burden on departments and speed of dealing and respond to the requirements of development and the pillars of democracy
