أثر الاتصال على فعالية أداء الإدارة المحلية دراسة حالة بلدية تقرت 2011- 2017

Abstract

الاتصال ضرورة أوجدتها مختلف الأنساق الإجتماعية وحتى الإدارية ، وعليه تسعى اليوم مختلف الإدارات العمومية والتي من بينها الإدارة المحلية إلى توفير القدر الكبير من العملية الاتصالية داخليا وخارجيا حتى تضمن تدفق مختلف الخدمات ، بالمقابل نجد بلدية تقرت ووفقا لقانون البلدية 11/12 أوجدت هامشا كبيرا للإتصال يظهر من خلال الإتصال الأفقي مابين مختلف المصالح وخارجيا مع الإدارات العمومية الأخرى لكن نجد أن الإتصال في بلدية تقرت ساهم كثيرا في خلق جو عام حتى يطرح المواطن المحلي مشاكلة وإنشغالاته اليومية حيث يوجد يوم استقبال من طرف رئيس المجلس الشعبي البلدي لدراسة المشاكل اليومية ويوجد كدلك صفحة رسمية لبلدية تقرت في شبكة التواصل الاجتماعي ، المهم نقول أن الإتصال الإداري أعطى هامش كبير من حرية التعبير للمواطن المحلي وسمح بتنسيق الجهود العامة بين مختلف المصالح الداخلية والخارجية حيث نجد أن وفي ظل التطور الكبير الذي شهده المجتمع البشري وزيادة حاجيات الأفراد والجماعات، تضاعفت هذه الوظائف حتى أصبح الاتصال شريان المؤسسات والهيئات العمومية والخاصة. كما أن هذه المؤسسات مرتبطة ببعضها البعض من حيث التعاملات والتفاعلات، فإن العملية الاتصالية تعتبر الحلقة الأساسية التي ترتبط بين المؤسسات والمحيط الخارجي، هذا ما أوجب على مؤسسات الإدارة المحلية بضرورة العمل على تطبيق برامج الاتصال قصد ترقية الخدمة العمومية، وتحسين أداء موظفي الإدارة المحلية . تسعى الإدارة المحلية إلى ترقية وظائفها الإدارية وتحسين خدماتها تجاه المواطنين، وهذا من خلال تطوير القدرات الاتصالية الداخلية من خلال إعطاء ديناميكية لسير مختلف القرارات الأفقية والعمودية بين مختلف المصالح الداخلية، وخلق شبكة اتصالية خارجية بين الإدارة المحلية والمؤسسات والهيئات الأخر ى، وعليه تهدف هذه الدراسة إلى إبراز دور الاتصال في بيئة الإدارة المحلية من خلال مظاهر وتجليات الاتصال الداخلي بين مختلف مكونات الإدارة المحلية، وخارجيا بين الإدارة المحلية والمحيط الخارجي أي مختلف المؤسسات والهيئات التي تتعامل معها الإدارة المحلية. تنحصر دراستنا لموضوع الاتصال في بيئة الإدارة المحلية، في محاولة إبراز القيمة المضافة للعملية الاتصالية ومدى تحقيق عنصر الكفاءة والفعالية في البيئة الداخلية من خلال توسيع شبكة علاقات العمل المساعدة على تقديم خدمة نوعية، وتنسيق الجهود الجماعية من خلال مختلف التوازنات للبيئة الخارجية التي تعمل فيها البيئة المحلية (البلدية ) واتخذنا من بلدية تقرت حيزا مكانيا وهذا يعود لكون الباحث ينتمي لهذه البلدية بحكم الموطن بالإضافة إلى اهتمام الباحث بمشاكل البلدية، أما الفترة الزمانية تم اعتماد الفترة من 2011 حيث ظهر القانون الأساسي لموظفي إدارة الجماعات الإقليمية وإنتهاءاً بفترة ماي 2017 وهو تاريخ انتهاء فترة وضع مذكرات التخرج على مستوى القسم الذي ينتمي له الباحث. As we find that in light of the great development witnessed by human society and increasing the needs of individuals And groups, these functions have doubled so that communication has become the artery of public and private institutions and bodies. The communication process is the main link between the institutions and the external environment. This requires local management institutions to implement the communication programs in order to upgrade the public service and improve the performance of local administration staff. The local administration seeks to upgrade its administrative functions and improve its services to citizens through the development of internal communication capabilities by giving dynamic direction to the various horizontal and vertical decisions between different internal interests and creating an external communication network between local administration and other institutions. To highlight the role of communication in the local management environment through the manifestations and manifestations of internal communication between different components of local administration, and externally between the local administration and the external environment, ie, the various institutions and bodies with which the local administration deals. Our study is limited to communication in the local administration environment in an attempt to highlight the value added of the communication process and the extent to which efficiency and effectiveness are achieved in the internal environment through the expansion of the network of working relationships to provide quality service and coordination of collective efforts through various balances of the external environment in which the local environment operates (Municipality) and we took from the municipality of Tikrit space spatially and this is because the researcher belongs to this municipality by virtue of the home in addition to the researcher's interest in the problems of the municipality, the temporal period was adopted from 2011, And the completion date of May 2017, which is the date of termination of the period of development of the graduation notes at the level of the section to which the researcher belongs.
