آليات تعزيز المواطنة المحلية في الجزائر : البلدية نموذجاً

Abstract

تعد مسالة تعزيز حقوق المواطنة على الصعيد المحلي من ضمن المسائل التي لاقت اهتمام غالبية الدول بسبب تزايد معدلات الاحتجاجات الشعبية وعزوف المواطنين عن أداء الواجبات الأساسية ، وعلى الرغم من اعتراف المشرع الجزائري بالبلديات كجماعة إقليمية ومكان مؤسساتي لممارسة الديمقراطية و المواطنة ، ألا أنه ثبت عدم كفايته من الناحية العملية للوصول لدرجة متميزة من تلكم الممارسة ، والتي تتطلب جهودا قانونية ترتكز على إصلاح الجوانب الهيكلية والوظيفية للبلدية من أجل خلق الظروف المواتية لتمكين الفرد من الحصول على مواطنة شاملة ، أين أصبحت تضم حقوقا جديدة غير الحقوق السياسية تعطي مفهوما أكثر حداثة من المفهوم الكلاسيكي للمواطنة . The issue of promoting citizenship rights at the local level is among the issues that have received the attention of most of the countries due to the increasing rates of popular protests and the reluctance of citizens to perform basic duties, and despite the Algerian lawmakers' recognition of the municipalities as a regional group and an institutional place for practicing democracy and citizenship, it has proven insufficient of The practical aspect of reaching a distinct degree of that practice, which requires legal efforts based on reforming the structural and functional aspects of the municipality in order to create the conditions for enabling the individual to obtain comprehensive citizenship, as it includes new rights other than political rights that give a more modern concept than the classic concept of citizenship.
