Abstract

أضحت الشراكة بين الحكومة وبين مؤسسات المجتمع المدني من البدائل المطروحة لتحقيق الحكم الراشد، فلم يعد في مقدرة أي دولة الاضطلاع بكل المهام التنموية والاجتماعية، وأصبح من الضروري تفعيل دور الاتصال بين الدولة و المجتمع المدني ومن بينها الجمعيات والزوايا.. والحكم الراشد هو أحد الأهداف التي جاءت بها مؤسسات المجتمع المدني لتحقيقها في كافة أنحاء العالم، والجزائر هي جزء من هاته الدول التي كان لزاما عليها التماشي مع التغيرات الكبرى الحاصلة في بنية النظام العالمي، والتي تجعل من مؤسسات المجتمع المدني طرفا أساسيا في تحقيق أهداف الدولة الوطنية.
