Abstract

تأتي مسألة التكفل بذوي الاحتياجات الخاصة من أولى اهتمامات جميع دول العالم باعتبارها تندرج ضمن الحقوق الإنسانية العالمية، وتبعا لوعي الجزائر بأهمية هذه المسألة ووفاء بالتزاماتها الدولية في هذا الشأن فقد حرصت على سن العديد من القوانين والتدابير الإجرائية للتكفل بهذه الفئة، أحصت الجزائر لغاية سنة 2021 أكثر من مليون وتسعة وأربعون ألف معاق لا تتكفل الدولة -تربويا- منهم بأكثر من ثلاثون ألف تلميذ، خصصت لهم خمسة وستين (65) مدرسة، أربعة وعشرون (24) مدرسة لتكوين للمعاقين بصريا وواحد وأربعون (41) مدرسة لتكوين المعاقين سمعيا، إضافة إلى مائة وسبعة وستين (167) مركزا بيداغوجيا للتكفل بالمعاقين ذهنيا أو حركيا، إلا أنه ورغم الجهود التي بذلتها الدولة في هذا الشأن ما زالت لم تصل إلى المستوى المطلوب، بسبب تداخل عدة عوامل نفسية وثقافية وفنية.
